Two Sessions 2019 is underway. On the afternoon of March 5, the Chongqing Delegation held a news conference. Mr. Chen Jinshan, Deputy to the National People’s Congress and Director of Chongqing Economic Information Commission, attended the conference. Based on his work, Chen Jinshan described a new vision of development as follows.

The government work report emphasizes the innovation and the promotion of high-quality manufacturing. Therefore, Chongqing should seize new opportunities, to improve enterprises’ technological innovation. Another aim is to push the industrial chain to the mid- to high-end level. Moreover, Chongqing should also facilitate the upgrading of production modes, and the coordinated development of high-quality manufacturing. Adhering to the innovation-driven principle, it will then boost the high-quality development of manufacturing.
Focus on the improvement of enterprises’ technological innovation
To minimize the weakness in technological innovation, Chongqing should stick to the integration of industrial chain and innovation chain. It is also necessary to strengthen the supply of innovation source and to motivate new vitality.
First, Chongqing needs to advance the innovation center construction for manufacturing. Aiming at the development of related industries, it should improve the demand-oriented and enterprises-led integrated innovation mechanism of industry-university-research cooperation.
Second, Chongqing should boost the innovation platform construction for manufacturing. Enterprises should give full play to their main role in innovation. As a result, they need more support to build centers for technological innovation, engineering research and industrial design.
Third, it is necessary to develop a favorable innovation ecosystem. Chongqing will boost the development of technological services. It should diversify operation in industrial design, inspection & detection, lab tests & pilot tests, prototypes & molds, and fintech. Through market-based means, enterprises will achieve technological innovation, thus to create a favorable innovation ecosystem.
Push the industrial chain to the mid- and high-end level
Chongqing will keep promoting the intelligent technology-driven development strategies led by big data, to accelerate the construction of modern industrial systems.
Here are some concrete steps. For example, driven by project construction, Chongqing will continuously enhance chain-type investment invitation. And it will speed up boosting cluster development, develop large-scale leading enterprises, and consolidate the foundation of industrial development.
Next, Chongqing will upgrade manufacturing industries. Moreover, it speeds up establishing the whole industry chain of chips, LCD panels, core components, intelligent terminals and Internet of Things. Chongqing will develop automobiles & motorcycles, equipment, materials, biology & medicine, consumer goods, energy, technological services, and agricultural byproducts processing. The development of such industrial clusters can facilitate the upgrading of Chongqing’s manufacturing.
The last action aims at the expansion of platforms. Chongqing will exert itself to develop advantageous industrial clusters and characteristic industrial bases. With the transformation from manufacturing to technology, the development zones can achieve the high-tech, characteristic, intelligent development.
Facilitate the upgrading of production modes of manufacturing
Chongqing will make great efforts to advance intelligent manufacturing, service-oriented manufacturing and green manufacturing.
It is a priority to develop the Internet of application industries, and new models of intelligent manufacturing. Furthermore, Chongqing will also focus on popularizing digital equipment and promoting the integrated application of information management systems. Through the vigorous development of the Industrial Internet, it can then realize intelligent upgrading.
The second aspect covers the in-depth integration of advanced manufacturing and modern services. Moreover, Chongqing will pay much attention to the advancement of productive services. Specifically, they include R&D design, information technology, energy conservation & environment protection, inspection & detection, business consulting and fintech. In that way, it can facilitate the formation of the industrial chain towards R&D design and marketing service from manufacturing.
To promote green manufacturing, it is a must to follow the principle of “ecology first” for green development. In terms of that, Chongqing will popularize green, energy-, water- and materials-saving technology for pollution prevention, striving to develop a recycling economy. There is a need to accelerate the establishment of green factories and campus. And then it can comprehensively reduce the industrial consumption of energy, materials and water as well as pollutant discharge.
Promote the coordinated development of high-quality manufacturing
Chongqing should focus more on environment optimization, interconnection promotion and opening-up expansion. Moreover, the efforts in the above aspects are beneficial to the coordinated development of high-quality manufacturing.

Additionally, large-scale enterprises need more support to facilitate the integrated development through the means of “Internet plus”. Chongqing will attach importance to promoting the vertical integration of upstream and downstream industries, striving to create an industrial environment. The last focus is to deepen opening up and cooperation. Chongqing will harmonize itself in the construction of the “Belt and Road” Initiative and the Yangtze River Economic Belt. Moreover, major events like the Smart China Expo will drive the industrial transformation. Based on that, it can further improve the utilization of foreign capital. Chongqing will endeavor to promote the open economy in a wider range, broader fields, and a higher level.
