Railway: Accelerate its construction to increase the transport capacity
By the end of 2020, Chongqing’s railway operating mileage will be nearly 3,000 kilometers. Meanwhile, the proportion of special railway lines in major hub ports will reach 100%, and 2 to 3 bulk commodity manufacturers will carry out a pilot project of transport “transforming from highway to railway”.
Water transport: Promote direct transport through the river or sea as well as river-sea intermodal transport
By late 2020, the total length of high-grade waterways will reach 1,500 kilometers with cargo or container passing capacity of the port adding up to 220 million tons and 5 million TEUs. Additionally, normal operation duration of container liner from the Port of Chongqing to the Port of Shanghai will be reduced to less than 12 days.
Highway: Construct the network management system of overloading governance
The end of 2020, there will be full of implementation of weighing test at the entrance of the expressway toll-gate. It will stipulate the average overloading rate of expressway freight vehicles shall be no more than 0.5% while that of ordinary highway freight vehicles be within 3%. The city will also carry out the pilot demonstration project of urban green freight distribution and promote the development of automotive vehicle transportation and multimodal transport.
Multimodal transport: Accelerate the hub construction and explore the “one-waybill system”
Chongqing will build the international multimodal transport hub system of “1+3” (Guoyuan Port, Luohuang Port, Xintian Port, and Longtou Port).
Multimodal transport connects two or more different modes, which is more economical in long-distance transport.
Oil or gas pipeline: A network basically takes shape
A network of natural gas pipelines will be established by late 2020, with a total length of over 6,000 kilometers.
Information resources: Build a multimodal transport information platform
The city will mainly build a multimodal transport information service center and a “4+1” logistics information platform collaborated with the cloud by late 2020.
Relying on the “Single Window” for International Trade and the Chongqing Intelligent Logistics Public Information Platform under construction, Chongqing is going to build four major international multimodal transport information platforms (Guoyuan Port, Chongqing Western Logistics Park, Chongqing Jiangbei International Airport, and Nanpeng) and one international logistics information platform collaborated with cloud, as well as a multimodal transport information service center.
