Chongqing Will Establish 15 Municipal Manufacturing Innovation Centers in Three Years

Chongqing Economic and Information Technology Commission (the Commission) issued the Implementation Rules for the Manufacturing Innovation Center Construction Project in Chongqing (2019-2022) on May 1st. Chongqing plans to build 15 manufacturing innovation centers covering Chongqing’s key industries and strives to construct 2 to 3 national manufacturing innovation centers in three years.

Both municipal and national innovation centers will be set up in the form of enterprise legal person and operate in such forms as “company+alliance”. Leading units of the innovation centers should be engaged in the R&D of the field for a long time, own industrial leading and competitive advantages, possess the experience in undertaking and completing national or industrial key R&D projects, and boast a good foundation for industry-university-research cooperation.

Staff from the Commission introduced that, from now on, enterprises were allowed to submit declarations for the innovation center all the year round once they were mature. After receiving the declarations, the Commission will organize experts in economy, technology, finance, law, and other fields to conduct the preliminary examination, expert argumentation, on-site verification, and comprehensive evaluation, and finally, make the list of innovation centers public and licensed. Meanwhile, the Commission supports eligible municipal manufacturing innovation centers to strive to become national ones.

With the recent introduction of the Action Plan for the Development of the Ultra High-definition Video Industry in Chongqing (2019-2022) (“the Action Plan” for short), the Commission also proposed to vigorously promote the transformation and upgrading of the ultra-high-definition (UHD) panel industry and accelerate the application of the ultra-high-definition video (UHDV) industry in digital health, consumer electronics, security and other fields in accordance with the overall technical route of “4K first, 8K following”. The total industrial scale of UHDV in Chongqing will reach RMB 100 billion by 2020 and 300 billion by 2022.

Based on the Action Plan, Chongqing will focus on cultivating and promoting the local industrialization of key core components such as UHDV SoC core chips, codec chips, memory chips, driver chips, and highly integrated optical lenses. Taking the formation of independent intellectual property rights as the core, Chongqing will make breakthroughs in audio/video codec, signal transmission, and content production.

In terms of content provision, the city will launch two to three 4K UHD TV channels before 2022, so that more than 60% of households in Chongqing can enjoy 4K TV programs.
