Cloud Chief System in Chongqing to Break Down Big Data Barriers

Chongqing- On May 5, Tang Liangzhi, Mayor of Chongqing, presided over the 48th executive meeting of Chongqing Municipal People’s Government. This meeting has studied the implementation of the Cloud Chief System. It indicated that carrying forward the Cloud Chief System is an in-depth implementation of the national big data strategy, as well as an important measure to promote the innovation of Big Data Intelligence. Chongqing will also establish and perfect the system and mechanism to manage the cloud, big data, and application, break down big data barriers, remove data silos, and promote the collection, integration, and utilization of big data. It is also scheduled to carry out the duties of migration to the cloud. That is to say, all districts, counties, and departments concerned should take migrating to the cloud as the principle, and never be off the cloud. Therefore, it will accelerate the migration of governmental information to Data Chongqing Cloud Platform. Meanwhile, Chongqing should speed up efforts to integrate the government information system, intensify the sharing of data resources, and formulate and introduce relevant policies, regulations, standards, and systems to reinforce the management on big data. In doing this, it will encourage more systems to migrate to the cloud, promote the intensive construction, and optimize the abilities of data collecting and management, security control on data, and the fusion and application of big data.

Cloud Chief System is hopeful to break down big data barriers and promote the data “collection, integration, and utilization”

According to the report of Chongqing Daily on March 26, Chen Min’er, Secretary of CPC Chongqing Municipal Committee, presided over the 4th meeting of the Comprehensively Deepening Reforms Commission of CPC Chongqing Municipal Committee on March 25. That meeting pointed out that Chongqing would promote the innovation development of the Big Data Intelligence and drive the collection, integration, and utilization of data with stronger strengths and through more practical measures. Relevant departments are obliged to contribute more on cloud management by exploring the Cloud Chief System, breaking down big data barriers, removing data silos, and promoting the migration to the cloud of data.

Besides, Chongqing will make more efforts on data management, by formulating and introducing relevant policies, regulations, standards, and systems to reinforce the management on big data, thus to improve the management on data security. Importance should be attached to application management. Chongqing plans to explore the values of big data on commercial, civil, and government uses, promote the in-depth integration of digital economy and substantial economy and enable the Big Data Intelligence to give impetuses to the economy and make life better. Leaders and officials at all levels are required to study, understand, and make use of big data, thus to become experts on driving the innovation development of Big Data Intelligence.

It is not the first time for Chen Min’er to propose the Cloud Chief System concept. When he served as the Deputy Secretary of CPC Guizhou Provincial Committee and Provincial Governor, Chen Min’er put forward to speed up the development of the big data industry in an effort to build up the Seven Cloud Projects and implement the Cloud Chief System. He proposed that Guizhou should start the Seven Cloud Projects, including e-government systems, industrial cloud, and e-commerce, and should carry out the Cloud Chief System. Leading officials from the General Office of the People’s Government of Guizhou Province, Provincial Economic and Information Commission, Department of Commerce of Guizhou Province, Guizhou Provincial Transportation Department, Guizhou Provincial Development and Reform Commission, and other units would serve as the cloud chiefs.

The recent years have witnessed Chongqing’s great efforts in developing Big Data Intelligence. Since the end of 2017, Tencent, Alibaba, Unisplendour, MIUI, Jingdong, and Huawei have entered the cooperation agreements with Chongqing in succession, marking the accelerating gathering of Big Data Intelligence enterprises in this city. In March 2018, Chongqing released the Action Plan of Chongqing Municipality on Pursuing the Innovation-Driven Development Strategy with Big Data Intelligence as the Guidance (2018-2020), which specifies to build up the intelligent industry cluster based on the twelve industries of big data, artificial intelligence, integrated circuit, etc. In August 2018, the first Smart China Expo was held in Chongqing, attracting nearly 600 national and international exhibitors.
