Chongqing Will Adopt Multiple Measures to Protect Four Mountains

According to Chongqing Planning and Natural Resources Bureau, the executive meeting of Chongqing Municipal People’s Government discussed and approved the Implementation Plan for Protecting and Promoting the Four Mountains in Chongqing’s Main Urban Areas (Implementation Plan). Under the efforts, a harmonious picture featuring mountains in the city and a city embraced by mountains will be unfolded in the future.

Four Mountains embrace over 30 natural protection areas

Jinyun Mountain, Zhongliang Mountain, Tongluo Mountain, and Mingyue Mountain, are called Four Mountains (Four Mountains for short) collectively. Stretching from the south to north in the main urban areas of Chongqing, they are supporting ridges and natural eco-security shields of the city.

There are more than 30 natural protection areas within the coverage of the four mountains, of which there are six natural reserves in total, including one state-level, two city-level, and three district-level nature protection zones. Meanwhile, there are five tourist attractions, including one state-level and four city-level tourist attractions. 18 forest parks are located there, covering four state-level, thirteen city-level, one county-level forest parks. Moreover, there is one state-level wetland park.

In addition, the Four Mountains are also the home to rich historical and cultural resources, covering ancient roads and villages, temples and farming folk customs, unique sceneries, etc. With the traditional characteristic style regions of Huangjueya - Tushan Mountain, Nanshan Mountain - Huangshan Mountain, mountain caves, and others, cultural relics reserve units, historic sites of the War of Resistance, historical buildings, etc., the four mountains also have considerable advantages in the field of cultural resources that can be utilized in a flexible way.

What needs to be done?

To well protect the Four Mountains, we need to ensure clear plan positioning. The Implementation Plan explicates that the overall positioning of the four mountains is the green lung for Chongqing, and public garden for citizens, highlighting the four major functions of nature, culture, people’s livelihood, and leisure.

Landscape resources are a basic requirement for Chongqing to become a land of natural beauty. To protect the surrounding mountains and rivers, the Implementation Plan highlights the full-region and all-type-covered protection on Four Mountains and aims to promote the self-restoring process of the ecological system. Thus, it helps the green lung to recover and revitalize. Departments concerned will also enhance the protection and management of the forests and the prevention of forest fire in the region of the four mountains. As for the water resources protection, covering rivers, creeks and streams, lakes, reservoirs, underground rivers, and others alike, the Implementation Plan has defined the scale of the strategic groundwater reserves to build a complete water quality monitoring network.

Chongqing will reinforce the protection on the agricultural product bases such as Caoshang Radish, Jingguan Millet, Banan Silver Tip Green Tea and Jinyun Sweet Tea, as well as the mountainous field ditch and terraced field landscape, so as to better conserve the field and soil resources of the advantaged areas producing agricultural products with self-owned brands in Bayu region. The general investigation on the biodiversity in the region of the four mountains will also be conducted. In addition, the related departments will enhance the protection and standardized management on the ecological function area, including the nature protection zones, thus recovering forest ecology system and conserving the biodiversity through building wildlife corridors, protecting and breeding rare and endemic species, monitoring biodiversity, and other ways.

Furthermore, the Implementation Plan specifies the restoration of the eco-systems of mountains, rivers, forests, lakes, and grasses. It also makes explicit requirements to protect and inherit the culture, regulate illegal structures, ensure basic public services, and manage and control the construction in the region of the four mountains.
