In recent years, with the introduction of relevant national policies on AI, it has attracted more and more local attention. Selecting 36 cities (including centrally-controlled municipalities, provincial capitals, etc.) from the mainland China as the objects of study, the White Paper tries to help regional cities understand their AI development level and national ranking through index evaluation on such aspects as comprehensive development expectation, industrial competitiveness, application innovation capacity, and environmental driving force, providing a directional reference for China’s AI industrial development and application.

The results showed that, in terms of the expectations index of urban AI development, Beijing ranked first with its outstanding strengths in industries, scientific research, policies, talent, and other fields. Top 10 cities include seven from the Eastern and 2 from Western China. Specifically, the latter incorporates Chongqing and Chengdu, of which both have competitive policy support, talent supply, and application innovation.
