"Innovation is the primary force driving development," remarked Xi this year in a report to the 19th National Congress of the Communist Party of China (CPC). It is also the fundamental element of structure adjustment, development mode transformation, and the accelerating replacement of old-growth drivers with new ones.
However, how to let the innovation drive the reforms towards better quality, higher efficiency, and more robust drivers of economic growth is the question, with a focus on promoting Chongqing's efforts in building China (West) Science and Technology Innovation Center.

Chongqing will gather innovation resources through platforms, rooted in the key fields of the integrated circuit, big industrial data, new energy vehicles, connected automated vehicles, and industrial robots. We are going to build platforms for the technological innovation of the high-end industry, collaborative research, and development. Currently, we are striving to develop the integrated circuit specialty technology & packaging industry innovation center and innovation center for big industrial data. Chongqing will establish one or two state-level innovation center/centers for the manufacturing industry in these two years.

Meanwhile, we also need to address the technique-related weaknesses in the industrial chain. We will take leading enterprises and high-level R&D teams as the lead to integrate the collaborative innovation resources through the joint efforts of enterprises, universities, and research institutes. Chongqing will support batches of key R&D programs in the big data intelligence field and strive to fill the gaps of techniques and products, thus promoting the extension and harmonious development of the industrial chain in this city.
Moreover, Chongqing will guide the enterprises to upgrade the digital equipment or transform the non-digital one via intelligent technology. It will also accelerate the pace in utilizing the Industrial Internet and realize digitalization, networking, and smart upgrade through the "application of cloud and related platforms."

We focus on the four features of S&T research and development, S&T incubation, achievement transformation, and S&T service in building CAST into an S&T innovation highland of Chongqing as well as China's top regional academy of science and technology. In our practices, the three bases are state-level demonstration base of innovation and entrepreneurship, state-level incubation base for S&T enterprises, and state-level application and demonstration base of big data intelligence. In addition, one network is Yizhi (kjy01.com), China's top network for S&T service while one platform is the state-level high-end R&D platform for intelligent manufacturing.

Based on the development plan, CAST will make the big data fusion and analysis, intelligent equipment for ecological environment monitoring, and other new technologies and products better with broader application fields. In the next five years, we will raise RMB 1 billion for further construction, among which, RMB 10 million of the self-raised fund each year will be used for talent cultivation and R&D. We also plan to cultivate, introduce, and fund high-end talent and teams, and support the critical R&D of the subordinate units. In addition, we will also take advantage of all the policies and activities relating to innovation and entrepreneurship and motivate researchers to innovate.
Chen Jun, Deputy Director-general of Chongqing Science and Technology Bureau: RMB 1 billion to be assigned to S&T innovation
This year, additional RMB 1 billion will be assigned to S&T innovation. We will also give play to the guiding function of the monetary fund and ensure that the R&D investment can account for over 2% of the total in Chongqing. We will also shape the working pattern of the massive S&T and coordinate the S&T innovation resources in building China (West) Science and Technology Innovation Center.
As for the fundamental research, we are going to accelerate the plan and construction of major national S&T infrastructure, focus on the cutting-edge fields, organize and carry out original research and disruptive innovation programs, and enhance Chongqing's leading force in innovation.
In terms of the innovations in industrial technology, we will research and develop artificial intelligence, integrated circuit, new-type display, intelligent terminal, Internet of Things, and other vital fields and push forward their industrialization. Besides, we will optimize the industrial innovation by arranging and building the innovation centers for technologies, industry, and others.
In building the innovation parks, we will plan and construct Chongqing Science City with high standard, explore the pattern of multiple parks in Chongqing Hi-Tech Industry Development Zone, improve the quality and efficiency of the Zone, and promote the collaborative construction of Liangjiang Collaborative Innovation Zone.
In cultivating and introducing innovative subjects, we will enhance the enterprises' abilities in technological innovation and increase the science and technology of the numbers enterprises and hi-tech enterprises to 15,000 and 3,000 respectively this year.
To further promote the innovative and opening-up cooperation, we will introduce national and international high-quality, innovative resources and support the commercialization and transformation of research findings efficiently. At last, we are going to strengthen the S&T cooperation with the Yangtze River Delta, Beijing-Tianjin-Hebei Region, and Guangdong-Hong Kong-Macao Greater Bay Area and promote regional and collaborative innovation.
