Innovation is the impetus of sustainable urban development. Overall sci-tech innovation index and regional innovation capability of Chongqing have ranked 8th in China for three consecutive years. The city strives to help to increase to 15,000 sci-tech and 3,000 hi-tech enterprises this year.

New policies: commend and encourage innovatively pioneering groups and individuals
To commend and encourage outstanding sci-tech workers and innovation groups, Chongqing held the first Award Ceremony of Innovation Pioneer Award on May 30, 2019, the third Science and Technology Workers’ Day.
Winners received the honor at the Ceremony.
Chongqing plans to support around 2,000 high-caliber professionals and 500 groups with the respective fund of 500,000 RMB and 2 million RMB at most
Innovation Pioneer Award is approved by the CPC Chongqing Municipal Committee and Chongqing Municipal People’s Government and undertaken by Chongqing Association for Science and Technology, Chongqing Municipal Human Resources and Social Security Bureau, Chongqing Science and Technology Bureau and Chongqing State-owned Assets Supervision and Administration Commission. The quinquennial event will select ten groups and 100 individuals each time.
Additionally, Chongqing has intensified efforts to introduce innovation talent.
For example, it recently released Measures for Implementing Chongqing Talent Program (Draft), planning to support around 2,000 high-caliber professionals and 500 groups with the respective fund of between 500,000 RMB and 2 million RMB.
New platforms: optimize ecosystem for innovation

In response to the shortage in innovative high-end resources, Chongqing has been improving policies, establishing platforms, creating the environment, and upgrading services over the past two years. It has been building an ecosystem for innovation, which resulted in growing attractiveness for such resources. For instance, several top-notched R&D institutions have settled down here, including Chongqing Institute of Green and Intelligent Technology of Chinese Academy of Sciences, Chongqing Innovation Center of Beijing Institute of Technology, the United Microelectronics Center of China Electronics Technology Group Corporation in Chongqing, and Intel FPGA China Innovation Center. The city also pooled a flood of innovative talent and groups, showing the capacity of its appealing, innovative ecosystem.
Chongqing is expected to rely on the High-tech Zone to develop urban innovation and support China (West) Science and Technology Innovation Center. Capitalizing on high technologies, the city will reform to power and innovate to energize urban growth while opening up to enhance strengths. With such efforts, it plans to build a world-class high-tech zone, and foster a body of innovation-driven sci-tech and featured parks.
