How has the Smart China Expo (SCE) affected the development of Big Data Intelligence in Chongqing since its successful debut in August 2018? What progress has Chongqing made in Big Data Intelligence for the last year? How is the preparation work going before the unveiling of the 2019 SCE on 26th this month?
Mr. Chen Jinshan, the Director of Chongqing Economy and Information Commission, answered the above questions in an exclusive interview on August 11.

Profound Effect and Remarkable Result
Q: How has the SCE affected the development of Big Data Intelligence in Chongqing since its successful debut in August 2018?
Chen: The 1st SCE has attracted widespread attention at home and abroad as well as profoundly affected the Big Data Intelligence community. Such impact mainly includes three aspects for Chongqing:
It has consolidated our development strategy. The 1st SCE demonstrated the city’s development strategy of promoting high-quality development and living conditions led by innovations in Big Data Intelligence. Chongqing has highlighted the growth of Big Data Intelligence, especially in industrial development.
It has built an industrial ecosystem. The whole society has now had a deeper understanding of Big Data Intelligence, offering a motivating ambiance for its development. People from all walks of life, including government sectors, enterprises, junior colleges and universities, research institutions and everyday people, have uniformly focused on the theme of Big Data Intelligence, from the promotion of industrial development and improvement of people’s livelihood to the implementation of new projects and upgrading of dated capacity, from advancing specialized technical innovation to mass entrepreneurship and innovation. Thus, a pleasant ambiance has been built for intelligence development, and the industrial ecosystem has been strengthened and perfected.
It has achieved a marked result. Since the first SCE, there have been 809 newly closed deals on intelligence business, representing 52.3% of those in the whole city; and they involve a gross investment of RMB 676.6 billion, 58.7% of the total investment of all industries. In 2018, intelligence projects included an investment of over 100 Billion RMB, 40% of the total industrial investment; in the first half of 2019, 68 Billion RMB has been invested in completed intelligence projects, accounting for 45.8% of the total industrial investment.
“Intelligence Tree” Comes to Fruition
Q: Since the first SCE successfully held last year, what progress has Chongqing made in Big Data Intelligence?
Chen: The primary achievement is that the smart industries in Chongqing have seen continuous growth.
Last year, Chongqing was committed to building/strengthening/complementing the industrial chain and accelerating the construction of the entire industrial chain of smart industries of “chips, LCD panels, intelligent terminals, core components, and Internet of Things (IoT).” For example, it is speeding up the construction or production of the first batch of chips including the 12-inch chips of SK Hynix, thus further accelerating the development of this industry; it is expediting the Generation 6 display panel project of BOE Technology Group Co., Ltd. and other projects, so that the high-end orientation of LCD panels is further highlighted; it is comprehensively promoting the OPPO (Chongqing) Intelligent Ecological Science and Technology Park, so that the scale of intelligent terminals continues to grow; it has started the construction of projects represented by the new energy car battery of BYD Auto Co., Ltd. to enrich the variety of core components; the national top-level node (Chongqing) of industrial Internet identification resolution system has begun online operation, making the foundation of IoT more solid.
Besides, intelligent manufacturing has been further advanced.
Quality development of the manufacturing industry requires the promotion of both the development of emerging industries and the revolution of traditional industrial production modes. Intelligent manufacturing, which takes intelligent transformation as the core, exactly provides an important path for the revolution. Since last year, the city has implemented 825 intelligent transformation projects. Among them, 622 ones were implemented in the first half-year, boosting investment in industrial technical transformation by 50%. Additionally, in the 216 municipal-level demonstration digital workshops and intelligent factories, 140 ones were identified in the first half-year. After creative transformation, the production efficiency of these demonstration projects has increased by 68.7% on average, the rate of defective products reduced by 38.6%, the operating costs decreased by 20.8%, and the energy consumption per unit of production decreased by 17.2%.
At present, the new model of intelligent manufacturing in our city is widely used, the development of industrial Internet platforms is accelerating, a large number of enterprises are continuing to explore new ways of intelligent manufacturing under the 5G mode, and the development of the intelligent equipment industry is speeding up. While constructing the industrial chain and ecosystem, the city also continues to establish and improve the innovation and entrepreneurship ecosystem, to promote the in-depth integration of the innovation chain and the industrial chain.
What’s more, the smart city scenario application in our city becomes more abundant. Through continuous exploration and practice by relevant departments/units at the municipal level, initial achievements have been made in the intelligent application construction in five fields, namely people’s livelihood services, urban governance, government management, industrial integration, and ecological livability.
Run the 2019 SCE with Higher Standards
Q: What are the new features and highlights of the 2019 SCE?
Chen: General Secretary Xi Jinping stressed that Chongqing should step up its efforts to run SCE with high standards and deeply involve in international cooperation on the digital economy during his inspection tour of Chongqing.
The principal guests attending SCE are “more prominent in quantity, popularity, and influence.” Up to now, 388 honored guests have been confirmed to attend, a significant increase in number over the previous year. The current enthusiasm for attending SCE has continued to rise, involving the world’s top scientists, industry leaders, well-known business leaders, and prominent political figures. In the activities of Summit, Exhibition, Contest and Forum, they will conduct exchanges and discussions on cutting-edge technologies in Big Data Intelligence, the latest achievements in industrial development, trending and critical issues, suggestions for collaborative development and other aspects, so as to share theoretical knowledge, development achievements and to seek development opportunities.
SCE is “larger in scale and more distinctive and internationalized.” It incorporates 14 indoor exhibition halls covering 210,000 square meters, and four outdoor interactive experience areas such as Lijia Smart Eco-City, with more explicit functions and more distinctive features. In accordance with various aspects of intellectualization, we have specially arranged intelligent technologies and products, smart industries, intelligent application, and other exhibition areas. This year’s SCE welcomes 843 exhibitors, up 57% over the first one, involving 28 countries and regions. Among them, there are 49 Fortune Global 500 companies and 172 foreign companies, with the proportion of exhibitors from outside the city increased by 10% year-on-year. In addition, it also sets up a professional visitor exhibition day and a business negotiation area to provide visitors with a better experience.
Forum events embrace “richer content, stronger industry influence, and a higher level of internationalization.” The 2019 SCE will host 46 forums, including seven theme forums, covering smart manufacturing, 5G, smart healthcare, etc. The China Mobile OneNET Star 2.0 IoT Maker Marathon will kick off in the same period. At that time, each forum will have keynote speeches by industry experts. Ten companies, including BAT and Huawei, will also hold conferences featuring rich contents. In particular, the International Cooperation along the Digital Silk Road forum to be held this year has been actively responded to by plenty of countries and regions.
The organization guarantee of the 2019 SCE bears “a higher level of internationalization, more thoughtful services, and more convenient visits.” During the expo, the venue will be fully covered by 5G, to fully utilize face recognition, AI consultation, and other functions to provide more profound experiences. It will recruit 1,200 volunteers and assign medical and firefighting professionals in exhibition areas. A special lane for SCE will also be set, together with “Park and Ride” parking lots outside the Central Park and the Garden Expo. It also invites more than 1,300 reporters from home and abroad to report on the grand event in an all-round way and continues to set up a press release center and a product release center for constantly releasing new technologies, new achievements and new businesses in Big Data Intelligence.
