The 5th National Private Enterprise Cooperation Conference (NPECC) unveiled on September 19 in Qijiang District, Chongqing. Themed with Innovation to Inspire Vitality, Cooperation for a Win-Win Future, the NPECC is dedicated to establishing a high-end open learning and exchange platform for private enterprises across China. The conference incorporates a summit forum, a promotion event, cooperation negotiation, field investigation, and several other activities.

As China’s economy transitions from a phase of rapid growth to a stage of high-quality development, the private sector has ushered in new opportunities and challenges.
Government official representatives, specialists, and entrepreneurs from all walks of life offered their advice and suggestions for the development of the private economy in light of the theme of Innovation to Inspire Vitality, Cooperation for a Win-Win Future.

The private economy has been a vital driving force for China’s growth for 40 years since the beginning of the reform and opening up.

Despite that China is experiencing a significant economic downturn, main market entities, especially the small and micro businesses, have maintained a solid growth momentum. In the first half of 2019, a total of 3.51 million enterprises were incorporated in China, with a daily growth volume averaging 19,400, up 7.1% from last year. The annual level of activity of newly founded small and micro businesses also approximates 70%, according to a survey by China Private-Owned Business Association (CBPA).
Mr. Zhong indicated that China has developed into a critical stage. For one thing, as China’s economic transformation is in full swing, new requirements for enterprises have arisen from the supply-side structural reform and the high-quality economic growth; for another, the country is witnessing growing external environmental variables because the world is faced with the most significant change in a century.
In the new circumstances, the private economy has significant status and roles in stabilizing the economic prospect, employment rate, and innovative development as well as in intensifying the opening-up policy.
In this case, private enterprises must improve their awareness and understanding of the economic climate, opportunities, and challenges. CBPAs at all levels should transform the pressure into the driver to expand the range and patterns of services. They should help their member companies overcome difficulties in corporate development and further advance the outburst of the creative vitality of the private sector. They should also adapt to the changing market supervisory system and mechanism and provide support in the improvement of the local business environment, to take the initiative in serving the growth of the private economy and SMEs.

Innovation is the fuel for the evolution of human society. Since the founding of the People’s Republic of China, Qijiang has recorded “eight firsts” to be proud of: the first dump truck, the first military off-road vehicle, the first batch of automobile gears, first automotive transmission, first automatic production line of automotive transmissions, first batch of cathode copper and the first batch of aluminum pigs and steel wire ropes.
Over the years, Qijiang, as the old industrial base of Chongqing, has made efforts as required by the municipal party committee and the municipal government on cultivating new energy vehicles, power source and satellite core parts and other strategic emerging industries to expand the innovation space. Today, Qijiang has stepped onto the broad road of innovation, said Jiang.
In the future, Qijiang will intensify the innovation-driven model and stress transformation and upgrading. It will deepen the implementation of the innovation-driven development strategy and work on the attraction, cultivation, and strengthen excellent private enterprises. It will also work to establish various innovative experiment platforms, push the construction of scientific innovation centers, scientific innovation parks, science and technology museums, and business incubators and to accelerate the integration of innovation results.
Efforts will also be made on fostering innovative industries, advancing the establishment of the State Key Laboratory of Public Big Data Chongqing Branch and the Tencent Cloud Base and on the in-depth partnerships with Peking University, the University of Miami and Chongqing University on co-founding the government-university-enterprise innovation cooperation alliance and promoting the transformation of scientific research achievements.
Promotion events
At the promotion event of the 5th NPECC, principals at Lixian County, Gansu Province, and the Fuling District, Jiangbei District, Yongchuan District, Nanchuan District, Qijiang District and Rongchang District of Chongqing offered an invitation of investment to over 400 enterprises from all over China.
The principals of Fuling, Jiangbei, Yongchuan, Nanchuan, Qijiang, and Rongchang districts introduced their business environment and competitive industries, respectively.
Jiangbei District is the city of finance and opening up of Chongqing, as well as a renowned trading and cultural tourism district in western China, said the principal of Jiangbei. One-third of Chongqing’s banks, securities companies, insurance companies, and other financial institutions are headquartered in Jiangbeizui; Guanyinqiao business area receives human traffic of more than 1 million every day. Fuling District, as an important modern manufacturing industry base, has an industrial park with a production value of over RMB 100bn. It has topped the list of industrial-scale among districts in Chongqing. According to the principal of Fuling District, its five leading industries – equipment manufacturing, food and medicine, clean energy, new materials, and information technology are surging. The industrial economy is transitioning into a high-quality growth period.
Contracts signed: 11 projects to be settled in Qijiang
On September 19, 11 projects in connection with intelligent manufacturing, food processing, new materials, cultural tourism, new energy, headquarter economy and other sectors, involving a total planned investment of some RMB 12.621bn, were signed to be settled in Qijiang.
