The 2019 Chongqing Talents Conference will be held at Chongqing International Expo Center on November 9 and 10. Chongqing Talents Conference used to be called the Chongqing International Conference on Talent Innovation and Entrepreneurship and is held annually.
Two hundred twenty-eight high-level talented people and 260 innovations and entrepreneurship projects were introduced to the city due to the conference in 2015, 2016, and 2017. In 2018, Chongqing International Conference on Talent Innovation and Entrepreneurship was upgraded to be sponsored by the CPC Chongqing Municipal Committee and Chongqing Municipal People’s Government and undertaken by four units, namely the Organization Department of the CPC Chongqing Municipal Committee, Chongqing Municipal Human Resources and Social Security Bureau, Liangjiang New Area Administrative Committee and Chongqing Association for Science and Technology.

A total of 50 Chinese and foreign academicians and more than 1,300 high-level talented people from 38 countries and regions participated in the conference, and Nobel Laureate Edward Moser reached a cooperation intention of Chongqing Medical University. Through this conference, 268 high-level talented people and 163 projects were introduced to the city, a year-on-year increase of 272% and 191%, respectively.
In order to thoroughly carry out the essential instructions of implementing a more proactive and open talent policy to attract more talented people, the CPC Chongqing Municipal Committee and Chongqing Municipal People’s Government launched Chongqing Talent Program. It involves five parts, namely Excellent Scientists, Famous Experts & Teachers, Leading Innovative and Entrepreneurial Talents, Leading Talents in Technical Skills, and Young Top-notch Talents. Chongqing Talent Program plans to select and support about 2,000 high-level talented people and 500 teams, including innovative and entrepreneurial teams and teams with technical skills, within five years.
On August 15, the first batch of application and recommendation work of the Chongqing Talent Program was officially launched, which was highly concerned by all sectors of society and attracted a myriad of talented people. According to statistics, there has been an application from 2,222 individuals and 180 teams.
He Zhenguo, Deputy Director-General of Chongqing Municipal Human Resources and Social Security Bureau, said that to introduce talent, Chongqing specially developed an online registration system as the only application channel and set up a special column on the website of Chongqing Talents for the matchmaking between employers and projects and talent. As of October 15, the system has collected 7,479 jobs from 414 employers, 5,431 registered overseas individuals, and 1,386 registered projects. Among domestic and foreign talented people who have signed up, 95.7% have a master’s degree or a degree from a higher level.
