On November 3, Chongqing Municipal People’s Government and the Civil Aviation Administration of China issued the Strategic Plan of Chongqing International Aviation Hub. According to the Plan, a world-renowned multi-airport system will form in the metropolitan circles of Chongqing’s main urban area by 2035. Its aviation network will radiate across the country and connect the whole world, making it an international aviation hub that leads the inland opening-up.

The construction of Chongqing’s international aviation hub is divided into three steps
It’s evident in the Plan that the construction of Chongqing’s international aviation hub is divided into three stages from 2019 to 2035:
The first period is for transformation development (2019-2023), during which Chongqing will improve the operation efficiency of the three existing runways, carry out excellent construction of the 4th runway and Terminal T3B of Jiangbei International Airport, thus enhancing the support capacity for international air services. It will also perfect the strategic layout of the airline network, highlight the international, express, and well-chosen lines, improve the quality of the airline network, and accelerate the construction of the global aviation channels westward and southward.
The second period is for quality and efficiency improvement (2024-2029), during which the 4th runway and Terminal T3B of Jiangbei International Airport will be completed and put into use. Chongqing also plans to build a differentiated airline service brand, construct urban express railways, and improve the operation efficiency of Yuhang Avenue duly. It strives to strengthen efficient connections and provide high-quality and convenient “aviation +” integrated passenger and cargo transport services.
The last period is for optimization and perfection (2030-2035). During this period, the new airport of Chongqing will be put into use, and the city is going to optimize the use of airspace resources and realize the efficient operation of the airspace. It is slated to reasonably divide the functions of Jiangbei International Airport and the new airport, jointly build its international aviation hub, and support the construction of an exemplary inland city of opening-up and an international logistics hub.
By 2025, the annual passenger throughput of Jiangbei International Airport will reach 75 million
By 2025, the total yearly passenger throughput will reach 75 million.
The Plan also makes the development goals of Chongqing’s international aviation hub clear. By 2025, the total annual passenger throughput will reach 75 million, among which the annual passenger throughput of international and regional routes that lead to more than 80 cities will be 10 million, with the annual cargo throughput exceeding 800,000 tons.
By 2035, the annual passenger throughput of the airport system in the metropolitan circles of Chongqing’s main urban area will be 120 million, among which the annual passenger throughput of international and regional routes will reach 24 million. The city is going to build an international air logistics transfer center, with the annual cargo throughput reaching 3.5 million tons.
Several high-speed railways are expected to connect with Jiangbei International Airport
With the construction of Chongqing’s international aviation hub, the city also plans to perfect the integrated transport service system to make it easier for passengers to get in and out of Jiangbei International Airport. By 2025, a mode of gathering, evacuation, and transport that takes rail transit as its core will form, when it only takes one hour from the metropolitan circles of Chongqing’s main urban area to the airport.
By 2035, the city aims to improve the system of gathering, evacuation further, and transport that takes high-speed railways, intercity railways, and urban railways as the core. Therefore, it will only take 1.5 hours from Chongqing to cities in the Chengdu-Chongqing City Cluster and 2.5 hours from Chongqing to other major western cities.
