The Chongqing Municipal Economy and Informatization Commission, State Grid Chongqing Electric Power Company, and other relevant departments jointly issued measures to improve the level of receiving stable electricity and optimize the business environment. In the future, Chongqing will offer small and micro enterprises with “three-zero” services without any application visit, approval, or investment. It will also provide non-resident users with 10-kilowatt electricity with “three-saving” services- saving energy, time, and money.
Measure for getting electricity
According to the World Bank report of Doing Business 2020 published this October, China ranked 31st in the world for being business-friendly among 190 economies. When it comes to a specific area of business activity, the country jumped the 12th place in terms of receiving stable electricity.
The getting electricity indicators, as the World Bank defines, measure the procedures, time, and cost required for a business to obtain a permanent electricity connection for a newly constructed warehouse. Additionally, the reliability of supply and transparency of tariffs index measures supply security, transparency of tariffs, and the price of electricity.
Tu Xingyong, vice director of the Chongqing Municipal Economy and Informatization Commission, said that Chongqing formulated six targets and twelve measures for receiving stable electricity. The municipality has clarified requirements in aspects of streamlined procedures, less time consumed, reduced electricity cost, optimized supply reliability, more transparency of tariffs, lowered electricity prices, and improved convenience.

“Three-zero” services are for micro and small enterprises to get low-voltage electricity. These enterprises do not need to pay any application visit, engage in any process of approval or investment. Chongqing will also help non-resident users for 10-kilowatt electricity to save energy, time and money, that’s called “three-saving” services.
Before the end of 2019, there will be only two steps for small- and micro- enterprises to apply for low-voltage electricity (application and construction for connection), and electricity to be connected within 15 days. There will be four steps for non-resident users to get 10-kilowatt electricity (application acceptance, reply for the power supply plan, the external connection works by the utility, meter installation, and final connection). The average days to obtain an electricity connection will be within 60 days, and the acceptance period of the grid enterprises no more than 20 days.
