Chongqing Ranks 5th in 2019 China City Commercial Credit Environment Index

On November 19, the 2019 China City Commercial Credit Environment Index (CEI) was issued, where Chongqing takes the lead in China’s western cities, ranking only next to Beijing, Shanghai, Guangzhou, and Hangzhou in the provincial capital and municipality list.

The CEI was co-released by China Academy of Management Science Companies Administration Innovation Institution, China Market Credit Management Association, and Center for Honesty and Credit Evaluation, Chinese Academy of Management Sciences. As a credit economy index, CEI is used to measure the commercial credit and business environment of different cities, and it can objectively reflect the cities’ credit economy development, the growth of market credit transactions, changes in the market economic order, etc.

Li Jing, Dean of the Economy School, Chongqing Technology and Business University, said that the rising in ranking marks that Chongqing’s business credit environment has been improving. In recent years, Chongqing has reinforced the construction of its commercial credit system, and the departments have formulated and implemented many supporting measures. For example, Chongqing Municipal Commerce Commission has established the credit file for housekeeping enterprises and related staff, conducted integrity education, and cracked down on companies and individuals with promise-breaking behaviors. Besides, Chongqing has strengthened the special rectification against infomediaries of P2P lending and banned 29 non-compliant P2P leading agencies and those who haven’t passed the acceptance this month.

In recent years, Chongqing has achieved a lot in the innovative pilot demonstration of credit-based joint reward and punishment system, and thus win acceptance of the National Development and Reform Commission. The environment that those who lose credibility will be restricted in social activities, and the promise keepers will benefit on all occasions is taking shape. Chongqing Municipal Commission of Housing and Urban-Rural Development and Management, Chongqing Traffic, Chongqing Ecology and Environment Bureau, Chongqing Municipal Human Resources and Social Security Bureau, Chongqing Water Resources Bureau, Chongqing Municipal Market Supervision Administration, Chongqing Municipal Taxation Bureau, Chongqing Customs, Liangjiang New Area, etc., over ten departments in total, have carried out credit rating and classified credit supervision. They will reduce the interruption and check on subjects of honesty and integrity and intensify the check and monitoring on those who have lost credibility.
