Chongqing Foreign Investment Environment Evaluation Report 2019 Released

  • The 2019 Report involves four sections: general overview of Chongqing, foreign investment, investment environment evaluation and recommendations, and special surveys and evaluations.
  • A total of 873 questionnaires were collected from 131 Fortune 500 companies.

Chongqing - Chongqing Foreign Investment Environment Evaluation Report 2019, which was jointly compiled by Chongqing Association of Enterprises with Foreign Investment and Ernst & Young, was officially released on January 17, 2020. The Report shows that foreign-invested enterprises generally recognize and remain to be optimistic about Chongqing Municipality in Southwest China.

The Report has been released for four consecutive years. By continuous surveys, it aims to know the evaluations and opinions of foreign-invested enterprises in Chongqing, reflecting the status quo of the municipal business environment. Based on the general trend of foreign-invested enterprises in Chongqing, practical suggestions will be put forward for a market-oriented, law-based, and international business environment.

The 2019 Report involves four sections: general overview of Chongqing, foreign investment, investment environment evaluation and recommendations, and special surveys and evaluations. It shows that surveyed foreign-invested companies have an overall high assessment of Chongqing, in terms of infrastructure construction, market environment, policy and government service, and living environment. 

It is worth mentioning that in addition to the main evaluation items of the previous three years, the newly released report also added some interviews with typical enterprises in critical industries. "The interviews of these companies were made by surveyors through field visits and face-to-face discussions with executives of foreign-invested enterprises, which provided a detailed factual basis and comprehensive contents for the Report, and thus conclusions for reference," said Song Gang, deputy director of the Chongqing Municipal Commission of Commerce.

Questionnaires for the Report had been given to 131 Fortune 500 companies, including Chang’an Ford, ABB, and Schneider, and a total of 873 questionnaires were collected. The Report points out that the confidence of foreign-invested enterprises in Chongqing has increased, and 57% of the surveyed foreign-invested enterprises are optimistic about the development prospects in the next two years. 

At the same time, 68% of these surveyed companies, with a year-on-year increase of 7%, indicating that they have investment intentions to expand the existing scale, invest in new projects, and mergers and acquisitions in the future.

In addition, in face-to-face interviews, the heads of foreign-invested enterprises from the machinery manufacturing industry, science and technology information industry, unique materials manufacturing industry, and living service industry generally believed that the municipal government had made noticeable achievements in recent years to improve the local business environment. The efforts made are remarkable and full of confidence in the future development of Chongqing.

Statistics showed that in 2019, foreign direct investment was about USD 2.3 billion. The manufacturing industry uses about USD 5.1 billion, accounting for nearly half of the city's total, and the modern service industry about USD 2.1 billion, one-fifth of the city’s total.
