Chongqing- Chongqing Municipal Commission of Commerce issued a notice on Measures for Supporting the Resumption of Work and Production of Enterprises on March 3, including 28 measures for facilitating the resumption of commercial service enterprises.
Efforts will be made in speeding up the resumption of foreign trade and foreign-funded enterprises, continuously organizing the production and operation of enterprises supplying living materials, propelling the orderly resumption in key service industries, and steadily furthering the resumption of commercial and trade enterprises.
According to the notice, efforts should be made in speeding up the resumption of foreign trade enterprises. Specifically, Chongqing will set up a list of key foreign trade enterprises for work resumption, give priority to ensuring the resumption of processing trade enterprises and leading enterprises, and guarantee the smooth operation of foreign trade industrial chain.
Chongqing Municipal Commission of Commerce assists the critical foreign trade enterprise Qingling Motors to solve the problem and stabilize orders.
Foreign trade enterprises should focus on stabilizing customers, orders, sources of goods, and market, thus ensuring constant connection and smooth negotiations, and maintaining the stability of customers and orders.
Priority will be given to ensuring the resumption of leading foreign-funded enterprises and supporting enterprises.
Moreover, Chongqing will support the development of new forms and models of foreign trade. In this regard, the city will foster headquarters trade, re-export trade, and “bonded plus” trade, expedite the construction of comprehensive pilot zones for cross-border e-commerce, boost the innovation of transnational e-commerce models, and build key export industrial parks or online industrial belts for e-commerce.
In addition, Chongqing will provide enterprises with access to international trade resources, expand the markets of countries along the Belt and Road routes, especially the ASEAN markets, explore emerging markets such as Africa and South America, integrate overseas public warehouse resources, and actively explore foreign markets through cross-border e-commerce.
It will also facilitate the efficient operation of the China Railway Express to help stabilize foreign trade and boost opening-up.
Furthermore, Chongqing will strengthen tracking and guidance on open platforms, such as pilot free trade zones, national economic development zones, high-tech zones, and special customs supervision zones, to organize the orderly resumption of enterprises. It will also facilitate the efficient operation of the China Railway Express (Chongqing-Xinjiang-Europe) and New International Land-Sea Trade Corridor, to help stabilize foreign trade and boost opening-up.
To encourage the orderly resumption in key service sectors, Chongqing will coordinate and organize the resumption of enterprises in 10 major service industries. They include financial institutions, online service industries, headquarters enterprises, and regional headquarters, department stores, and supermarkets, and logistics enterprises.
To steadily advance the resumption of commercial and trade enterprises, large-scale activities with personnel gathering, such as sales promotions, exhibitions, forums, and festivals, will continue to be suspended throughout the city.
