Sichuan-Chongqing Cooperation Booms in a Wider Range and at a Deeper Level

  • According to incomplete statistics, Sichuan and Chongqing have entered into no less than 51 cooperation agreements this year. From April 1 to 15, the two sides reached no less than 26 cooperation agreements.

On April 15, the Healthcare Security Administrations of Sichuan and Chongqing signed the Memorandum of Understanding on Sichuan-Chongqing Medical Insurance Strategic Cooperation and the Cooperation Agreement on Drug Price and Bidding Procurement. The two regions will join hands to build a demonstration zone for medical insurance building in western China and strive for the direct settlement of special disease treatment expenses of the Sichuan-Chongqing inter-provincial outpatient services by the end of the year. On the same day, the Associations for Science and Technology of Sichuan and Chongqing signed an agreement. They agreed to jointly build a science and technology cloud service platform of the Bashu Region and hammer at setting up a collaborative innovation research center of the Chengdu-Chongqing economic circle of China Association for Science and Technology.

On April 14, the Chongqing Science and Technology Bureau and Science and Technology Department of Sichuan Province signed two agreements. They are slated to jointly build the western science city with the model of “one city with many parks,” establish the “Chengdu-Chongqing linkage” cooperation mechanism for business incubation in Chengdu-Chongqing region and concertedly expedite the transformation of scientific and technological achievements.

According to incomplete statistics, Sichuan and Chongqing have signed no less than 51 cooperation agreements this year. From April 1 to 15, the two reached no less than 26 cooperation agreements, suggesting an escalating cooperation trend.

The two regions are enhancing their concerted efforts in a wider range and at a deeper level.

Integrated development cooperation agreements account for the largest part

This year, Sichuan and Chongqing have signed no less than 51 agreements, with the integrated development agreements involving multi-field cooperation accounting for the largest part, demonstrating that cooperation between the adjacent areas of Sichuan and Chongqing gradually goes deep and solid.

On April 14, Guang’ an of Sichuan and seven districts and counties of Chongqing signed a contract, in which they will jointly build a pilot demonstration zone for the integrated development of transportation in the Chengdu-Chongqing economic circle.

From April 7 to 8, Luzhou of Sichuan respectively signed the 2020 action plan for integrated development that involves cooperation in infrastructure and industrial coordination with Rongchang, Yongchuan, and Jiangjin of Chongqing.

On April 1, Mianyang of Sichuan and Beibei District of Chongqing signed an agreement emphasizing cooperation in such advantageous fields as new materials, biomedicine, new energy, intelligent vehicles, and key parts, covering transportation, industry, and science and education.

On March 10, Suining of Sichuan and Tongnan District of Chongqing signed an integrated development cooperation agreement covering education, transportation, agriculture, and rural areas, cultural tourism, medical insurance, and natural resources.

Not only is the integrated cooperation among districts, counties, and county-level cities speeding up, but departments are also actively deepening integrated cooperation, taking the integration of market supervision systems as an example.

On April 2, the Administrations for Market Regulation of Sichuan and Chongqing signed a contract. They are going to lead the field in exploring and establishing a convenient market access mechanism featuring “market access with the same standards in different places” of the Chengdu-Chongqing economic circle, and innovate and build a cross-provincial and cross-regional market access service system of “handling affairs with the same standards.”

Cooperation covering over ten fields

This year’s special cooperation agreements between the two regions involve over ten fields, such as transportation construction, industrial development, ecological environment, judicial cooperation, and civil society affairs, which further expand the scope of cooperation between the two regions.

The emphasis is laid on infrastructure connectivity. On March 26, Chongqing International Logistics Hub Park and Chengdu Qingbaijiang Railway Port Area signed a framework agreement. Based on port connectivity, the two parties will concertedly maintain reasonable market prices, jointly expand the radiation scope of the Asia-Chengdu-Europe corridor, and share the advantages of existing channel resources.

With regard to the coordinated industrial development, the Sichuan Provincial Bureau of Economic Cooperation and Chongqing Investment Promotion Bureau signed an agreement on April 10. Focusing on key industries such as automobiles, intelligent manufacturing, and electronic information, and the construction of the Bashu cultural tourism corridor, the two sides will jointly explore and prompt the construction of “Sichuan-Chongqing Cooperation Industrial Park.”

Regarding the joint eco-environmental protection and governance, on April 1, the Chongqing Ecology and Environment Bureau signed three agreements with the Department of Ecology and Environment of Sichuan Province. The cooperation involves the joint prevention and control of air pollution, the transfer of hazardous waste between the two regions, and joint law enforcement mechanism. Specifically, the two sides will take turns organizing joint law enforcement actions on trans-boundary pollution issues annually.

In respect to the judicial linkage and cooperation mechanism, on March 13, the Tianfu New Area Court of Chengdu (China (Sichuan) Pilot Free Trade Zone Court) and the Chongqing Liangjiang New Area (Free Trade Zone) Court signed an agreement. They agreed to strengthen their cooperation in serving the overall development of the Chengdu-Chongqing region and boosting the innovation of the rule of law system.

In terms of human resources and social security, on April 2, the Department of Human Resources and Social Security of Sichuan Province signed a contract with the Chongqing Municipal Human Resources and Social Security Bureau. The two regions will establish a sharing and cooperation mechanism of employment services, as well as co-build and share innovation and entrepreneurship incubation bases (parks), entrepreneurship mentor talent pools, and entrepreneurship project libraries.

As regards civil society affairs, on April 10, the Department of Civil Affairs of Sichuan Province and the Chongqing Civil Affairs Bureau signed an agreement. They came to a consensus that they will establish a coordination and consultation mechanism for elderly care services and set up unified construction and management standards for elderly care facilities in the two regions.
