Sichuan and Chongqing Sign First Talent Cooperation Agreement

Sichuan and Chongqing signed the Framework Agreement on Strategic Cooperation of Talent Coordinated Development in Chengdu-Chongqing Economic Circle at the first meeting of the Joint Conference on Talent Coordinated Development in Chengdu-Chongqing Economic Circle on April 21. This is the first talent cooperation agreement reached by Sichuan and Chongqing, opening a new chapter for talent development in the two regions.

The Agreement concerns the strategic objectives, specific measures, and guarantee mechanism of the talent coordinated development.

As specified by the Agreement, the strategic objective of talent coordinated development is to build the Chengdu-Chongqing economic circle into a globally competitive high-end talent cluster, a demonstration zone for the integration of industries and talent, a young talent cluster, and a pilot zone for the reform of system and mechanism.

Moreover, there are 13 specific measures in four aspects, namely, jointly seeking the support of national central ministries and commissions, actively expediting policy and institutional coordination, coordinating the development of talent attraction and talent training, and accelerating the cultivation of driving force for coordinated development. For instance, the establishment of a regionally integrated talent evaluation system can boost the mutual recognition of varying levels and types in high-level talent evaluation, professional titles, skill levels, and residence of foreign talent in the Chengdu-Chongqing economic circle. Attempts can also be made to support talent from the two regions to apply for major national projects jointly.

The skill competition of Water Technology at BRISC was held in Chongqing last year, which attract talents from all over the world to come to the competition.

In recent years, the two regions have made positive results in joint S&T research, platform construction, achievement transformation, and talent training. Taking the pragmatic cooperation between local governments and universities as an example, such regions as Zigong, Luzhou, and Guang’an have reached more than 30 cooperation agreements with Chongqing University, Southwest University, etc. Pivoting on public management, industrial development, and specialty foundation, more than 1,000 cadres in Neijiang, Dazhou, Guangyuan, etc. have bettered themselves based on the training resources of Chongqing universities in two years.

At the meeting, the attendees from Sichuan and Chongqing reached a consensus on further strengthening communication and cooperation. With concerted efforts, the two sides will be more dedicated to transforming the contents of the Agreement into such practical results as working mechanisms, development plans, supportive policies, significant projects, and specific matters.
