In the beginning, NPC deputies need to deeply understand and investigate the problems, analyze, and make suggestions based on fully taking in public opinions.
According to data on the performance of Chongqing delegation's NPC deputies, NPC deputy Ran Hui contacted the original electoral unit and the masses 87 times in 2019. Before the outbreak of COVID-19, Ran Hui would go to the deputy house of Taohuayuan Street in Youyang and the deputy work station of Tianshanbao Village almost every week to meet the masses face to face and collect public opinions. After the outbreak, she also contacts the masses by telephone often.
In the past year, Ma Shanxiang, an NPC deputy who is a mediator of the masses, has also contacted the original electoral unit and the masses 51 times based on receiving the masses over 400 times at Laoma Studio.
In 2019, Chongqing delegation's NPC deputies carried out more than 400 mass events in the name of deputies, according to incomplete statistics by the Standing Committee of Chongqing Municipal People's Congress.

The suggestions will not necessarily be adopted after being submitted at the Two Sessions. The implementation of a suggestion still requires NPC deputies to follow up and get timely feedback from relevant departments.
Liu Xiya, principal of Xiejiawan Primary School and a two-term NPC deputy, has put forward suggestions on revising the curriculum plan for compulsory education at the NPC for eight consecutive years. In the meantime, Liu has been keeping close contact with the relevant units of the Ministry of Education on this suggestion, which eventually helped to launch the revision of the Experimental Program for Compulsory Education Curriculum in 2019.
NPC deputy Tan Pingchuan put forward a suggestion on implementing a 144-hour visa-free transit policy in Chongqing Aviation Port at the NPC last year. The suggestion has received great attention from the Ministry of Public Security and the National Immigration Administration. "In your suggestion, you have made an in-depth exposition and objective analysis of Chongqing's development
strategy and the need for entry and exit convenience measures, which will be of great reference to our Administration's research on extending Chongqing's transit visa-free stay," stated in its response to the suggestion by the National Immigration Administration.
On December 1 last year, Chongqing began to implement a 144-hour visa-free transit policy for people from 53 countries. This means that the visa-free stay in Chongqing has been extended from 72 hours to 144 hours, and some foreign transit people have more opportunities to experience the charm of Chongqing.
During the 2nd Session of the 13th National People's Congress, Chongqing delegation's NPC deputies put forward a total of 178 suggestions, among which the whole delegation put forward one suggestion, and 177 suggestions were put forward by 47 individual deputies or in the form of leading to make suggestions. The Standing Committee of Chongqing Municipal People's Congress strictly implemented the requirements set by the NPC Secretariat motion group and maintained a strict standard on deputies' suggestion submission. Therefore, most of the suggestions made by the Chongqing delegation are based on background and analysis, with clear and specific comments and suggestions, and are of overall importance, pertinence, and generally strong operability.
At present, 178 suggestions have been completed within the legal time limit, some of which have been listed by the NPC as key suggestions.
