Cloud Press Conference: Chongqing to Promote the Construction of Chengdu-Chongqing Economic Circle

The 2020 Two Sessions kicked off in the early summer. On May 21, the Chongqing delegation to National People's Congress (NPC) held a press conference on Promoting the Construction of the Chengdu-Chongqing Economic Circle. There were five deputies to the NPC who participated in the cloud press room to share their views and opinions.

They are Xu Ren’an, Director of Chongqing Transportation Bureau, Huang Yulin, Secretary of the CPC Yuzhong District Committee, Zhou Yong, Secretary of the CPC Jiulongpo District Committee, Yu Huiwen, Secretary of the CPC Dazu District Committee, and Cao Qingyao, Secretary of the CPC Rongchang District Committee.

The construction of the Chengdu-Chongqing Economic Circle is a strategic plan made by the country of China and a new significant historical opportunity. It will undoubtedly have a profound impact on the development of Sichuan and Chongqing. Chongqing, as the only municipality directly under the Central Government in the central and western regions of China, Chongqing must play a major role and make a difference in promoting the construction.

The one-hour commuting circle between Chongqing and Chengdu

Xu Ren'an said that building the Chengdu-Chongqing Economic Circle and promoting regional connectivity are the top priorities of Chongqing Transportation Bureau. To achieve this goal, building a strong transportation system is imperative.

By 2025, Chongqing will build a dual-core and competitive international transportation hub between Chongqing and Chengdu, with a far-reaching influence. In this way, it will form a one-hour commuting circle between Chongqing and Chengdu, promoting the transportation and development of surrounding cities at the same time.

Moreover, there will be a modern comprehensive transportation system, covering the whole of China, by 2035, which will orient towards the world and drive the modernization of western China.

Meanwhile, the transportation system will support the construction of the new highland of reform and opening-up, by giving full play to the role of the Yangtze River golden riverway, China Railway Express (Chongqing) to Europe, the New International Land-Sea Trade Corridor, achieving 10 hours of sea travel and 20 hours of international travel.

Additionally, Chongqing is striving to begin the construction of the T3B and the forth runway at Jiangbei International Airport this year. At the same time, the city makes efforts to promote that involving Chongqing’s second airport into the national plan to start as soon as possible.

Yuzhong District to build a demonstration zone for high-quality development of service industry

According to Huang Yulin, Yuzhong District will develop on the advantages of “Mother City” to make its contributions as a core area of Chongqing, enhance its functions as the window for opening-up, presenting its image as Chongqing's "Living Room." To building the entire district into a demonstration zone for the high-quality development of Chongqing's service industry, Yuzhong District will go all out to make efforts.

Yuzhong will strive to develop itself as a modern service industry-leading area, a national historical and cultural city exhibition area, an international exchange center in central and western China, and the demonstration area for living and tourism.

Yuzhong district is going to deepen the opening up, exchanges, and cooperation. Promoting the construction of China (Chongqing) Pilot Free Trade Zone, China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity, and the Central Business District of Yuzhong is in progress. Yuzhong will also strengthen in-depth cooperation with some districts in Chengdu, such as Jinjiang District.

Yuzhong district will carefully build the Yuzhong area as the core area of ​​the “Two Rivers and Four Riversides.” To shape an industrial park, in the level of RMB 50 billion, the district will promote the high-quality development of the modern service industry, build a domestic high-level medical innovation industry highland, with an international vision.

Besides, cooperating with Jinjiang, Qingyang, and other places, Chongqing is striving to develop the boutique tour routes and tourism brands, jointly with Chengdu. Until now, Hongyadong and Testbed 2 Art Center had officially aligned with Kuanzhai Alley in Chengdu, becoming the developing team of Chongqing-Sichuan Cultural Tourism Corridor.

Jiulongpo District to strive to create "The Five"

Zhou Yong presented that Jiulongpo, as the central area of urban Chongqing, will make the best of the precious opportunities, shoulder its responsibilities, and make new contributions to the construction of the Chengdu-Chongqing Economic Circle, striving to explore the high-quality development.

To achieve this goal, Jiulongpo will take full advantage of opportunities, focusing on "The Five" as the developing emphasis.

A “Jiulongpo Industry”: The district fully promotes the development of lightweight materials and intelligent manufacturing clusters in Xipeng Industrial Park, striving to increase RMB 150 billion of industrial output value by 2025. Meanwhile, they are trying to rebuild the “Jiulong Industry” in the creation of "China's Aluminum Processing Capital."

A “New Modern City”: Also, they are building a high-standard Western (Chongqing) Science City, covering 10 square kilometers and one million people. At the same time, the science city directly serves the Chongqing high-tech zone and supports the Taojia City Cluster, integrated by the science city and industrial city.

A "Smart Business Area": Besides, Yangjiaping New Business Area will be constructed by intelligence and digitization. In this way, a new “Smart Business Area” will be upgraded by comprehensively improving the quality and taste of the century-old industrial city.

An "Art Peninsula": Jiulongpo will infuse into the construction of the Chongqing-Sichuan Cultural Tourism Corridor to shape an “Art Peninsula,” in the upgrading of the “Two Rivers and Four Riversides.” It is established by the integration of “art + ecology,” “art + culture,” and “art +economy.”

An “Ecological Scenic Spot”: Moreover, Jiulongpo is scientifically taking advantage of Zhongliang Mountain’s resources, such as ecology, culture, mines, and more, to build a large key “Ecological Scenic Spot," This area consists of Zhongliang Mountain Flower Expo Park, Chongqing Central Hot Spring, Chongqing Zoo, and Huayan Temple.

Dazu District to highlight six distinctive brands

According to Yu Huiwen, Dazu is an important hub in the vital part of Chengdu and Chongqing. In addition, it is the emphasis in the Chongqing-Sichuan Cultural Tourism Corridor and a bridgehead linking western Chongqing and eastern Sichuan. The construction of the Chengdu-Chongqing Economic Circle provides a great opportunity for Dazu to develop. In the future, there will be six distinctive brands to be highlighted, making Dazu become a demonstration zone for the coordinated development of the Chengdu-Chongqing Economic Circle.

The brand of Dazu Rock Carvings: To build a regional cultural tourism and leisure center, Dazu cooperates with the Three Gorges of the Yangtze River, Wulong, Dujiangyan, and more places, to jointly shape the core brand. Meanwhile, Dazu is striving to promote the construction of the Chongqing-Sichuan Cultural Tourism Corridor.

The brand of the industry: Moreover, Dazu is establishing a regional featured industrial center and building five characteristic industrial clusters in billions level, including hardware, automobiles and motorcycles, veins, intelligence, and culture.

The brand of selenium and strontium: Cooperating with Jianyang, Ziyang, Tongnan, and more places, to jointly create a lemon-planting demonstration zone, covering about 666 square kilometers, and black goat husbandry, with two million goats, therefore, forming a regional featured agricultural product supply center.

The brand of the ecological environment: Besides, the district is always trying to put their traditional culture, such as kindness, filial piety, righteousness, and honesty, into the construction of the city to build a regional high-quality life center.

The brand of location: At the same time, Dazu is going to establish a regional transportation hub center and a regional logistics hub.

The brand of vocational education and medicine & health: Furthermore, Dazu will build a comprehensive regional center, with the integration of vocational education and medicine & health. To achieve the goal, the district will jointly promote vocational education with Yongchuan, Neijiang, and other places. Also, the district will cooperate with large hospitals in Chongqing to develop the town of well-being.  

Rongchang District to become the important growth pole of Chengdu-Chongqing Economic Circle

“Connecting the golden axis between Chengdu and Chongqing, Rongchang District serves as the bridgehead for Chengdu-Chongqing cooperation. Building our city into an important growth pole of the Chengdu-Chongqing Economic Circle is all people’s choices and responsibilities in Rongchang.” Said Cao Qingyao, Rongchang is striving to become an industrial-led economic highland between Chengdu and Chongqing, the National Animal Husbandry Technology City, the Golden Triangle of international logistics, and a new modern livable and industrial city.

An important economic center: Rongchang will build itself as the industrial highland between Chongqing and Chengdu. They are planning to exceed 25 square kilometers by 2022, achieving the total industrial output value reach RMB 120 billion.

The science and technology innovation center: Also, Rongchang is going to establish a National Animal Husbandry Technology City. There, they will build Chongqing's first national laboratory-the National Pig Industry Technology Innovation Center, with an investment of RMB 5.2 billion.

A new highland of reform and opening up: Meanwhile, the Golden Triangle of international logistics will be formed in the near future. Regarding Rongchang Cargo Airport as the open platform, the district launches the plan of 50 square kilometers of aviation logistics economic zone. At the same time, the district cooperated with Liège Airport in Belgium, jointly constructing the “Belt and Road in the Air.” Additionally, Rongchang together created the Golden Triangle of international logistics, with Luzhou Yangtze River Port and Neijiang Railway Hub.

The new modern livable and industrial city: Meanwhile, Rongchang is going to create a beautiful new modern city that is livable and industrial.

Furthermore, Rongchang focuses on the external cooperation, actively expand the social network, and enhance the interaction and complementarity of neighboring areas, therefore, creating a modern agricultural belt with modern features on the axis between Chengdu and Chongqing. It vigorously introduces entity enterprises and develops the construction of the advanced manufacturing industry as the main body of the burgeoning industrial city. Besides, Rongchang will hold the Chongqing Belt and Road International Ceramics Forum, therefore, becoming an international ceramic art exchange center in China.
