CPPCC Members: Chongqing and Chengdu to Jointly Build Science City in Western China

At this year's Two Sessions, members of the national committee of the CPPCC from Chongqing jointly proposed to support Chengdu and Chongqing to build a science city in the west to establish a science and technology innovation center with national influence.

The proposal pointed out that it is of great significance for Chengdu and Chongqing to jointly build a science city in the west and a science and technology innovation center with national influence to give full play to the two cities' advantages in science and technology innovation resources, to form an important pole of growth for high-quality development, to drive the development of the west and to support major national strategies such as the West Development strategy and the Yangtze River Economic Belt strategy.

The proposal pointed out that it is of great significance for Chengdu and Chongqing to jointly build a science city in the west and a science and technology innovation center.

The joint proposal put forward five specific suggestions. First, to strengthen the top-level design and make clear of the target positioning. The Chengdu-Chongqing science and technology innovation center should be regarded as an important part of the national plan for the construction of Chengdu-Chongqing economic circle, and it should be incorporated in the national planning system of the 14th five-year plan together with the co-construction of the western science city and the comprehensive national science center by Chengdu and Chongqing.

Second, to clarify the development ideas and highlight coordinated innovation. Guidance should be given to Chengdu and Chongqing to optimize the spatial layout and highlight regional advantages. The two cities should build a science city in western China with the model of "one city, multiple parks", develop urban integration among Chengdu, Deyang, Meishan, and Ziyang, as well as build an innovation core in Chongqing and a science and technology innovation corridor along Chengdu-Chongqing expressway which includes Chengdu, Deyang, Mianyang and Leshan and the green innovation development belt in the upper reaches of the Yangtze River in Chongqing.

Third, to gather innovation elements. Support should be given to Chengdu and Chongqing to set up national-level demonstration zones for higher education reform, and introduce well-known universities at home and abroad to establish branches, and build first-class universities and disciplines. It is suggested that local scientific research institutes under the administration of the central government should be backed up to implement management reform and in-depth reform in ownership (long-term ownership) of scientific and technological achievements, as well as be granted with greater authority. In addition, it is suggested that the central government make a talent plan list for Chengdu and Chongqing, and shore up the two cities in building a joint innovation and entrepreneurship base for overseas talent.

Fourth, to enhance the strength in science and technology and ramp up cooperation in making technological breakthroughs. The construction of a number of scientific and innovation bases such as national-level industrial innovation centers, technology innovation centers, engineering research centers, manufacturing innovation centers in Chengdu, and Chongqing should be supported. The two cities should deepen the international exchanges and cooperation, co-build and share the China-Singapore (Chongqing) Dedicated Channel on International Internet Data, jointly push for the building of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity and the New International Land-Sea Trade Corridor, pilot the free trade port policy and institutional system, build an offshore settlement center along the Belt and Road, give play to the overlapping advantages of "international channel + bonded area", intensify exchanges and cooperation with countries along the Belt and Road, and facilitate the commercial transformation of scientific and technological achievements.

Fifth, to build a sound ecosystem and jointly build new infrastructure. Support should be given to the two cities to jointly develop new infrastructure projects, pilot a new type of Internet exchange center, the 6G test and verification, a supercomputing center, the industrial Internet and the Internet of vehicles, and carry out the nationwide integration project of the national big data center (in the west).
