On June 5, the Chongqing Big Data Application and Development Administration signed a strategic cooperation agreement with Chongqing Academy of Science and Technology (CAST). The two sides pledged to deepen cooperation in economic development, government governance and people's livelihood services, jointly explore the value of big data intelligence for commercial, governmental and civil use, and focus on building Three Centers and One Platform, so as to accelerate the intelligent development of big data in Chongqing, promote the construction of Chengdu-Chongqing economic circle, and build a scientific and technological innovation center with national influence.

The Three Centers and One Platform refers to Big Data R&D Center, Big Data Achievement Transfer and Transformation Center, Big Data Talent Training and Certification Center, and Big Data Integrated Service Platform for International and Domestic Cooperation.
According to the agreement, the Big Data R&D Center will be based on technologies such as big data, Internet of Things (IoT), and artificial intelligence (AI), and focus on the development of talent big data products–"Shufengliu", aiming to become a leading and exemplary research and development institution in central and western China.
The Big Data Achievement Transfer and Transformation Center will focus on the construction of the "E-intelligence Network" of CAST. Meanwhile, it will also scheme the construction of big data exhibition platforms such as the Intelligent Valley of CAST and the Big Science and Technology Service Market in Chongqing. Taking the opportunity of the construction of the national-level Comprehensive Science and Technology Service Platform for Chengdu-Chongqing City Cluster, the center will strive to become a leading and exemplary institution for technological achievement transfer and transformation in the central and western regions of China.
The Big Data Talent Training and Certification Center will standardize and manage the big data intelligent talent training and certification standards and examination certification, give play to the resource advantage of Southwest Data Governance Alliance, carry out the design of training product system, gradually complete the construction of online training course system for independent intellectual property, and develop its own brand training products. In the meantime, it will design targeted big data talent training services at the municipal level and undertake the task of relevant departments' talent training or further education.
Relying on the China-Singapore (Chongqing) Information and Communication Innovation Cooperation Alliance, the Big Data Integrated Service Platform for International and Domestic Cooperation will build a network information exchange and service cooperation channel that integrates big data intelligence enterprises, data channel operators, industrial parks, professional service agencies, and professionals. The two sides will jointly promote the implementation of a number of demonstration projects to inject new vitality into the construction of the Belt and Road.
The two sides will also jointly hold big data promotion activities and forums, carry out big data intelligence project planning and selection, as well as big data policy research and standard development. Moreover, the two sides will promote the sharing of user resources and the interconnection of services between platforms including "Shufengliu", "E-intelligence Network" and "Yukuairong (Fast Financing in Chongqing)", and create online service formats.
