On August 20, the Chongqing New Smart City Operation and Management Center was completed and put into operation. It will serve as the “smart hub” for Chongqing’s smart city construction and the platform supporter for the implementation of the “cloud director system,” thereby realizing the overall management of city operations featuring “one click, one screen, and one network.”

Constructed by the Chongqing Big Data Application and Development Administration and Digital Chongqing Big Data Application Development Co., Ltd., (“Digital Chongqing”), the Center functions explicitly in rendering “three centers and one platform,” namely data resource center, monitoring, and early warning center, dispatching command center and comprehensive empowerment platform. Among them, the data resource center pools all kinds of government data resources in the city to deeply explore the value of data; based on the management ability and data resource analysis of business systems, the monitoring, and early warning center carries out the monitoring, analysis, forecast and early warning of city operations; by establishing collaborative command and dispatch mode, the dispatching command center offers the emergency response and dispatch of urban emergencies, as well as the cross-level, cross-department, and cross-business-application-scenario dispatching command; the comprehensive empowerment platform provides such service guarantees as common technology, business collaboration, and integrated application for various data application scenarios.
“For instance, Chongqing is urgently carrying out flood prevention and disaster relief, in which the Center can come into play.” The person in charge of Digital Chongqing said that through playing as the dispatching command center to take the timely response to emergencies like rainstorms and floods, the Center could realize cross-level, cross-department, and cross-business dispatching command.
This year, the Center is poised to access the business systems of 120 municipal departments, districts, counties, and organizations. So far, it has been first linked to the systems of 43 departments, including the General Office of the Chongqing Municipal Government, the Chongqing Ecology and Environment Bureau, and the Chongqing Municipal Health Commission. These systems mainly involve people’s livelihood services, city governance, government management, industrial integration, etc.. They have initially set up such application scenarios as “Yukuaiban,” ecological environment, hygiene and health, and China-Singapore (Chongqing) Dedicated Channel on International Internet Data.
