Chongqing: Ten Supportive Measures for Selling Export-oriented Commodities at Home

In the recent Several Supportive Measures of Chongqing to Sell Export-oriented Commodities at Home issued by the General Office of Chongqing Municipal People's Government, ten specific measures have been proposed to support foreign trade enterprises.

The ten measures involve accelerating market access for domestic sales of export-oriented commodities, strengthening the protection and application of intellectual property rights and brand building, creating a service platform for domestic sales of export-oriented commodities, and optimizing and expanding domestic sales channels for enterprises.

In terms of difficulties when selling export-oriented commodities at home, the Measures point out that it is necessary to speed up market access for domestic sales, open fast certification channels, and simplify certification procedures, to shorten processing time. At the same time, it should accelerate the "same production lines, standards, and quality" project in agricultural products, clothing, shoes and hats, bags and suitcases, furniture, hardware products, and home appliances.

To develop the domestic market for export products, the Measures clarify that it is necessary to build a service platform for domestic sales of export-oriented commodities, speed up the construction of a national quality and safety risk assessment center (Chongqing) for import and export commodities, enhance the quality safety and security capability of export products, and encourage large chain stores, supermarkets, and duty-free shops to set up "Chongqing Export Commodities" sales areas to focus on the sale of export products.

At the same time, foreign trade enterprises are supported to participate in large domestic professional exhibitions such as the Western China International Fair for Investment and Trade and China International Fair for Investment and Trade, to actively expand key domestic consumer markets such as Beijing, Shanghai, Guangzhou, and Hangzhou. Municipal, commercial departments and district and county governments hold activities such as live streaming of export goods and e-commerce live streaming in foreign trade enterprises.

Furthermore, the Measures point out that it is necessary to increase tax support for selling processing trade products at home. From April 15 - December 31, 2020, enterprises that sell processing trade goods domestically can be temporarily exempted from collecting tax-deferred interest on domestic sales. From April 15, 2020, the pilot policy of selective tariff collection on domestic sales has extended to cover all comprehensive bonded zones.
