Coordinated Legislation for Integration of Legal Systems in SW China

The roll-out of regulations on optimizing the business environment of Sichuan and Chongqing in southwestern China constitutes the first achievement of their coordinated legislation, which is set to see more advancements.

In the future implementation and post-enactment evaluation of these regulations, Chongqing is poised to accelerate further the establishment of supporting regulations and systems that maintain the unity of the rule of law, ensuring market fairness and mobilizing positive factors in all aspects. Furthermore, institutional obstacles that hinder the development of social productivity in the Chengdu-Chongqing economic circle will be eradicated following the law.

Chongqing will also coordinate the sort-out of laws and regulations related to constructing the Chengdu-Chongqing economic circle in due course and timely amend or abolish local rules, government regulations, and normative documents inconsistent with the trend of reform and development. In this way, legal efforts will play a role in consolidating the current achievements, delivering the expected results, and achieving long-term development.

The standing committees of the people's congresses of the two places have also outlined that after optimizing the business environment, the coordinated legislation will further incorporate railway safety management and ecological environment protection in the Jialing River Basin.

Encouragingly, the work experience worth learning in coordinated legislation has also been underpinned at the system level.

The Legislative Affairs Committee of the Chongqing Municipal People's Congress and the Legislative Affairs Working Committee of the Standing Committee of the Chongqing Municipal People's Congress have issued measures of legislative affairs offices of Sichuan and Chongqing people's congresses for promoting the coordinated legislation on the construction of the Chengdu-Chongqing economic circle. The measures are designed to institutionalize and standardize the coordinated legislation carried out by the legislative affairs offices of the People's Congresses of the two places.

The measures entail that the legislative affairs offices of the two People's Congresses should abide by the principles of determining legislative items through consultation, drafting legislative texts through consultation, simultaneously advancing legislative procedures, jointly applying legislative results, and cooperatively supervising the implementation of regulations.

The main ways of coordinated legislation include the demonstration and matching of legislation projects, synchronization of project promotion and coordination, joint research on major issues, exchange and sharing of legislation-related information, coordination and linkage of regulation sort-out, cooperative research on legislative topics, and sharing of legislative resources.

In the future construction of the Chengdu-Chongqing economic circle, the coordinated legislation is expected to contribute to resolving the common problems and meeting the common needs of Sichuan and Chongqing in their harmonious development.
