Chongqing High-Tech Zone Selected Among China’s National Processing Trade Industrial Parks

Chongqing- China's Ministry of Commerce has announced the first batch of 13 national processing trade industrial parks, a list that includes the national processing trade industrial park of Chongqing High-tech Industrial Development Zone.

The Chongqing High-Tech Zone was also among the first batch of 27 national high-tech industrial development zones. It was established as a national independent innovation demonstration zone in 2016 and has become the main engine driving the electronic information industry in Chongqing.

For instance, the Xiyong Microelectronics Park, one of the major high-tech industrial parks in the Zone,  achieved an industrial output value of 222.7 billion yuan in 2020, representing a year-on-year increase of 17.92%.

Nowadays, 1 in every four laptops purchased worldwide was made here in the Chongqing High-Tech Zone.

Chongqing High-tech Zone has been accelerating the pace of intelligent transformation and upgrades at the Xiyong Microelectronics Park. Over the past five years, enterprises have performed 150 such projects to manufacturing execution systems, processing links digital systems, and automated inspection systems.

The average intelligentization rate of SMT has increased by over 85% on 112 production lines, while that of patch production lines (SMT) has risen to more than 95%. Meanwhile, the production efficiency of enterprises has increased by 15%-20% as per capita annual output value has grown by 52.7%.

Inventec (Chongqing) has actively promoted industry 4.0 construction as enterprises increase production efficiency by 15%-20%. As a result, the monthly output of high-end notebook computers has exceeded 150,000 units, accounting for approximately 17% of the global output.

Xiyong leads world in R&D and talent base

Xiyong Microelectronics Park alone is a great source of pride in the Chongqing High-tech Zone. However, the Zone has also gathered 272 R&D platforms above municipal level, including 15 key university laboratories and new high-end R&D institutions, among which 50% are national key laboratories.

Many well-known enterprises and universities are based in the Park, such as Intel, Bosch, Siemens, Huawei, China Electronics Technology, Chengdu University of Electronic Science and Technology, and Xidian University of Electronic Science and Technology. These include five post-doctoral workstations, 24 high-tech enterprises, and nearly 3000 high-end R&D talents.

Additionally, the Chongqing High-tech Zone leads in terms of R&D and innovation. The 8-inch characteristic process line at the United Microelectronics Center is the first to provide silicon optical chip tape-out services to the world.

Self-reliance is key in developing processing trade

Chips from SK Hynix are directly supplied to enterprises in the Park with scintillation crystals developed independently by Acousto-Optic. The materials produced are setting the benchmark for international standards, breaking through the bottleneck created by reliance on foreign suppliers.

A representative of the Chongqing High-tech Zone stated that the import and export value of the processing trade is expected to reach US$50 billion in the next three years. At the same time, the output value in the smart terminal industry will reach 250 billion, in addition to 50 billion in integrated circuits and 1 billion in the big data Internet industry.

‘In the next step, the Free Trade Pilot Zone, Comprehensive Free Trade Zone, the China-Singapore Demonstration Project for Strategic Connectivity, and Chongqing Xiyong Microelectronics Park will construct an electronic information industry base with global influence for the processing trade, with reliance on the western (Chongqing) Science City, the gathering of talent in science and education, and characteristic industry advantages.’
