Chengdu, Chongqing to Build Integrated Comprehensive Transport System

China unveiled a detailed guideline to promote the coordinated development of the Chengdu-Chongqing economic circle, as it aims to create a new economic growth zone in western China.

The master plan involves building an integrated, comprehensive transport system. On October 22, Xu Ren'an, Secretary of the Party Committee and Director-General of Chongqing Municipal Transportation Bureau shared his views.

The transportation authorities of Sichuan and Chongqing will work together to build an integrated, comprehensive transportation system in Chengdu-Chongqing economic circle and coordinate medium- and special long-term plans for railways, highways, water transportation civil aviation, and postal services.

At the same time, efforts will be made to speed up the construction of the T3B terminal and the fourth runway of the Jiangbei International Airport, start the construction of a new airport in Chongqing, spur the formation of an airport landscape of "coordinated two hubs in Chongqing and linked four major airports in Chengdu and Chongqing," actively improve the service level of feeder airports, expand the functions of utility airports, and jointly build a world-class airport cluster offering services to the world.

In addition, the two governments will further implement the five-year action plan for high-speed railway construction, make every effort to boost the construction of high-speed railway network, and speed up the 1-hour through the connection between the two cores in Chengdu-Chongqing economic circle, the 3-hour access to with neighboring provincial capitals, and the 6-hour access to Beijing, Shanghai, Guangzhou, and Shenzhen; make scientific plans for the construction of Sichuan-Chongqing intercity railway network, Chongqing municipal (suburban) railway network and urban rail network, and strive to build a modern multi-level rail transit network.

Chengdu and Chongqing will improve the highway system of the Chengdu-Chongqing economic circle. By accelerating the construction of the expressway network, Chengdu-Chongqing and Chongqing-Suining Expressways will be upgraded with high standards to build the first "eight-lane" interprovincial expressway between Chengdu and Chongqing. Efforts will be made to intensify and upgrade the trunk road network and smooth the "microcirculation" in adjacent areas — the construction, management, maintenance, and operation of roads in rural areas will all see significant improvement.

In promoting the construction of shipping hubs on the upper reaches of the Yangtze River, the two places will speed up the smooth construction of the mainframe, strive to facilitate the central government for the early groundbreaking of a new waterway along the Three Gorges, and coordinate efforts to build a network of tributary waterways. They will promote the formation of a port cluster with distinct levels and complementary functions and build an alliance of ports in the upper reaches of the Yangtze River; endeavor to construct a benchmark for inland river tourism terminals.

Sichuan and Chongqing will improve passenger and cargo transportation services, build a convenient and comfortable passenger service system, an economical and efficient modern logistics system, a standardized and coordinated modern governance system, and a transportation system that is safe, reliable, dynamic, intelligent, low-carbon and environmentally friendly. The cooperation will push forward with integrated infrastructure, transportation services, and industrial governance in the Chengdu-Chongqing economic circle.
