Chongqing Municipal People's Government held a press conference to interpret in detail the Implementation Opinions on Promoting the Revitalization of Chongqing's Old Revolutionary Base Areas in the New Era on December 17.
Chongqing intends to consolidate and expand poverty alleviation achievements and promote rural revitalization as the mainline policy.
The government will prioritize transportation, industry, education, medical care, and other aspects in policy-making and ensure that old revolutionary base areas will realize basic socialist modernization together by 2035.
Chongqing's old revolutionary base areas mainly include Sichuan-Shaanxi Old Revolutionary Base Area, Hunan-Hubei-Chongqing-Guizhou Old Revolutionary Base Area, and Fuling Old Revolutionary Base Area.

Seven districts and counties are covered, including Chengkou County, Qianjiang District, Shizhu County, etc., with an area of 23,000 square kilometers. In 2020, the permanent population reached 3.76 million.
Chongqing's bid to revitalize the old revolutionary base areas will enjoy the following support:
Large capital investment
In 2021, Chongqing aims to invest a total of 2.4 billion yuan (about 376.8 million U.S. dollars) of cohesion funds with old revolutionary base areas. Chongqing sent 30 resident rural revitalization teams with 677 members to villages in seven districts and counties with old revolutionary base areas.
Ecological and environmental protection
Chongqing Ecology and Environment Bureau will comprehensively protect natural and ecological space, constantly improving regional environmental quality, promoting regional green and low-carbon development, and effectively preventing diverse environmental risks.
Promote industrial revitalization
"One Path": Adhering to the path of "small scale, diverse varieties, high quality, and good price" to develop characteristic and high-efficient modern mountain agriculture in old revolutionary base areas.
"Five Measures": formulating industrial development plans that can reflect local reality; supporting high-standard farmland construction and transformation to make it well-suited to mechanization to improve the level of mechanization; building demonstration agriculture modernization areas and modern agriculture industrial parks; extending industrial chains and increasing the added value of agriculture; developing characteristic brands such as "Fuling Mustard" and "Yuanwei Shizhu."

Support transportation construction
Chongqing Municipal Transportation Bureau will support transportation infrastructure construction in old revolutionary base areas from three aspects. Efforts will be made to accelerate the capacity expansion of high-speed railways and highways, implement new projects, and strengthen support for old revolutionary base areas in transportation infrastructure construction.
Meanwhile, support will be provided for old revolutionary base areas to build roads that can facilitate the development of local resources, tourism, and industries. Connect main scenic spots, major nodes for industrial and resource development, medium- and small towns, characteristic villages, and others to ensure transportation guarantee for revitalizing the old revolutionary base areas.
Integrated development of culture and tourism
Chongqing's old revolutionary base areas boast profound revolutionary culture and abundant tourist resources. Chongqing has 127 revolutionary relics, including two under national key protection, 24 under municipal protection, 60 under district and county level protection, and 41 general immovable ones.
Next, Chongqing will focus on the protection and management of revolutionary relics. Efforts will be made to promote the protection and exhibition of revolutionary relics such as Nanyaojie Revolutionary Base Site in Youyang Tujia and Miao Autonomous County and Site of the 33rd Red Army in Chengkou County; fully explore the "revolutionary gene" of local old revolutionary base areas and change revolutionary resources into culture and tourism products; cultivate diverse tourism products and support the construction of a batch of national 5A tourist attractions and resorts.
