Chongqing- According to the work report of Chongqing Municipal People's Government in 2022, the city needs to speed up the construction of demonstration areas jointly established by China and Singapore, including the Fintech Collaboration International Aviation Logistics Industry, and Big Data & Intelligent Industry Demonstration zones and parks.
Meanwhile, implementing improved schemes for cooperation in business, agriculture, talent, culture, and tourism through reliance on China-Singapore (Chongqing) International Dedicated Connectivity will promote cross-border digital trade.
Zeng Jinghua serves as Director of the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity (CCI) Administrative Bureau. During the government work report, he stated that focus would be maintained on the implementation of four schemes and fours areas earmarked for cooperation.
Additionally, he added that a leading demonstrative role would be played in the expansion of comprehensive trials for opening up in the service sector and efforts to build an international consumption center.

Focus on cooperation in 4 areas
Financial- The China-Singapore Fintech Collaboration Demonstration Zone will see accelerated construction, a green channel for settling international financial institutions will be explored, and enterprises from Chongqing and Western China will be supported in the issuance of green bonds in Singapore.
Aviation- Plans should be made for constructing the China-Singapore (Chongqing) International Aviation Logistics Industry Demonstration Zone. Additionally, the Singapore Airlines (Chongqing) Bonded Aviation Material Distribution Center project needs to be implemented, with achievements expected over the course of pilot trials.
Logistics- Chongqing will promote the Phase II project of the China-Singapore (Chongqing) Multimodal Transportation Demonstration Base and the China-Singapore (Chongqing) Tongliang Cold Chain Logistics project.
Information- Chongqing will speed construction of the China-Singapore (Chongqing) Big Data & Intelligent Industry Demonstration Park and the Information and Communication Demonstration Base. The city will also host the 4th China-Singapore (Chongqing) International Dedicated Connectivity (IDC) Forum.
Four cooperation schemes to be implemented
- Implementation of the China-Singapore Business Cooperation Scheme will give full play to advantages in professional service channels such as the Financial Service Alliance, International Investment and Trade Service Alliance, Engineering Design Consulting Alliance, and the Intellectual Property Protection Alliance. These will serve to provide high-level business services for enterprises and parks in Chongqing and Singapore.
- Chongqing will implement the China-Singapore Agricultural Cooperation Scheme, accelerate the construction of the China-Singapore (Chongqing) International Agricultural Cooperation Demonstration Zone, further implement the China-Singapore (Chongqing) F&B Suppliers Global Expansion Program, and assist Chongqing agricultural characteristic products in expanding their presence into the ASEAN market.
- Implementation of the China-Singapore Talent Training Cooperation Scheme will be achieved through the "Ten-Hundred-Thousand" talent training and introduction program (10 talented high-level personnel and scientific research teams. One hundred innovative and start-up enterprises and related talent, and the training of 1,000 professionals in modern services within five years), cooperation will be held with Singapore to perform training for talent in the digital economy, a far-reaching youth talent exchange and internship program will be launched, and cooperation between universities and vocational colleges in Chongqing and Singapore will be deepened.
- The China-Singapore, Culture, and Tourism Cooperation Scheme will be implemented through pooling efforts from the Chongqing Municipal Commission of Culture and Tourism Development, Yuzhong District, and other organizations to host activities under the "Singapore Week" series of activities and take full advantage of tourism resources to assist Wushan, Wulong and other districts and counties to develop China-Singapore (Chongqing) international tourism destinations.
