Chongqing - According to the municipal government, Chongqing's innovative practices and supporting measures to optimize the business environment have served local enterprises well in recent years.
The city is home to 3.122 million market entities, with a year-on-year increase of 7.6% by the end of 2021, from the Chongqing Federation of Industry and Commerce data.
However, Chongqing is faced with three major challenges, tightening demand, supply shocks, and weakening expectations. In order to solve the urgent problems of enterprises, related government departments worked closely to create a stable economic environment for private market entitles.
Measures to optimize the business environment
A series of measures have been issued to optimize the business environment for private enterprises' growth recently.
For one thing, the government should expand the management service for enterprises.

In detail, the cross-province mutual recognition of enterprises-related high-frequency electronic licenses should be promoted, while the government has to optimize the supervision measures to reduce the negative impact on the normal operating activities of enterprises.
For example, targeting the difficulty in licensing heavy-duty trucks in Chongqing, the government promoted the establishment of the first national police-enterprise cooperation service station in the heavy truck industry.
This social service station solved the licensing problem and coped with the main difficulties in the practical operation of the heavy trucks.
"We have broken the traditional practice that new heavy trucks can only go back to the owner's domicile or the company's registration to apply for the license," said a related official.
The vehicle's inspection and registration can be completed at the one-stop service station, which saves a lot of time for enterprises and the public.
For another, increasing the fee reduction and burden released benefits enterprises. For example, a set of official seals will continue to be provided free of charge to the first-run enterprises.
It can save more than 200 yuan for the enterprise or individuals in terms of each test. In 2021 alone, the government held more than 32 million yuan for them.
Officials said it is not easy to have such growth under the complicated situation with the epidemic. And they also indicated that the rule of law is the best business environment while safety is the best resource for investment.
Chongqing will continue to make progress in the law-based environment and public security to serve the enterprises' development in every possible way.
Benefit from RCEP, CPTPP
Internationalization is one of the keywords for optimizing the business environment. To open up to the outside world, Chongqing has never stopped in its efforts.
In the last year, Liangjiang New Area welcomed a large number of foreign companies, like Corning Incorporated and Hitachi ABB Power Grid Co., Ltd.
"Foreign companies are willing to settle down in Chongqing because they are interested in the good business environment there," a related official said.
Next, Chongqing will continue to improve the opening up level to the outside world.
With the Regional Comprehensive Economic Partnership (RCEP) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), Chongqing will explore emerging areas such as land-based and digital trade rules to give full play to the mutual promotion of opening-up and reform.
