Chongqing- Chongqing delegation held a press conference to promote the high-level construction of the New International Land-Sea Trade Corridor (ILSTC) at the 5th session of the 13th National People's Congress (NPC) on March 7.
Xu Ren'an, an NPC deputy and Secretary of the CPC Committee and Director of Chongqing Municipal Transportation Bureau, said that Chongqing's transportation would make efforts in various aspects such as improving channel capacity and logistics efficiency, improving the comprehensive three-dimensional transportation network, as well as the traffic capacity and connection capacity of the ILSTC.

Constructing the New International Land-Sea Trade Corridor is a major decision and deployment made by the Central Committee of CPC and the State Council to jointly build the Belt and Road and promote a higher level of opening to the outside world. It is also an important project to implement President Xi Jinping's proposal to build a new "dual circulation" development paradigm, in which domestic and overseas markets reinforce each other.
According to Xu, Chongqing is located at the junction of the "Belt and Road" and the Yangtze River Economic Belt. The central government positioned the city as the logistics and organization center of the New International Land-Sea Trade Corridor. Two of the three main corridors planned by the country start from Chongqing. Chongqing's transportation has a momentous responsibility to speed up the construction of the ILSTC.
Way to go
In the next step, Chongqing will be guided by constructing "a city strong on transportation," starting a new journey of "two-hour circle" construction, accelerating the comprehensive three-dimensional transportation network, and improving the traffic and connection capacity of the ILSTC. Therefore to develop Chongqing into an international comprehensive transportation hub city for the joint development of the "Belt and Road," the Yangtze River Economic Belt, and the New International Land-Sea Trade Corridor.
In terms of improving the channel capacity, it will focus on expanding the east and central lines of the channel, filling the shortcomings in the development of transportation infrastructure, and promoting the construction of large-capacity main channels. Improving the central routes will accelerate the Chongqing-Guizhou high-speed railway and study the reconstruction of the Sichuan-Guizhou railway. As for the eastern routes, Chongqing will speed up the completion of the Chongqing-Hunan high-speed railway and accelerate the capacity expansion and reconstruction of stations along the lines. To improve the quality of hub construction, Chongqing will accelerate the reconstruction and expansion of Jiangbei Airport and the preliminary work of the new airport and promote the construction of railways for important ports.

In terms of improving logistics efficiency, it will promote the formation of multi-path and multi-modal rail-sea transport, international rail transport, and cross-border highway shuttle transport networks and strengthen efficient linkages with China-Europe freight trains and the Yangtze River Golden Waterway. Xu suggested promoting the rail-sea combined transport pilot project in the New International Land-Sea Trade Corridor and exploring new rules for trade logistics. Furthermore, strengthening the inter-provincial cooperation mechanisms and cross-regional transportation cooperation.
In addition, Chongqing will seize the strategic opportunity to construct "a country with strong transportation network" and "Chengdu-Chongqing economic circle," promote Lanzhou-Chongqing high-speed rail, Wanzhou-Qianjiang high-speed rail, and other projects to be included in relevant national plans. Chongqing will also strengthen coordination and cooperation with relevant municipal departments, jointly solve problems such as fundraising and land use approval, and jointly promote the implementation of major infrastructure construction projects for the New International Land-Sea Trade Corridor.
