Chongqing to Build Modern Economic System within Five Years

Chongqing- At a press conference held on December 22, the Sixth Communist Party of China (CPC) Chongqing Municipal Committee proposed that Chongqing would accelerate the construction of a modern economic system within five years, where the open economy, green economy, and digital economy will become key boosters for Chongqing's high-quality development. 

Creating a strategic hub for the Belt and Road

For the modern economic system of Chongqing, opening up the inland highlands remains a top priority. To this end, the development model of corridor, hub, portal, platform, and chain economies should be innovated for the advancement of industries.

With 335 ports spread across 113 countries and regions worldwide, the New International Land-Sea Trade Corridor (ILSTC), as a successful example, bridges western China with the Association of Southeast Asian Nations (ASEAN). 

With Chongqing as its logistics and operational center, and Guangxi Beibu Gulf Port as the intersection for international land-sea connectivity, ILSTC connects with the Silk Road Economic Belt in the north, while linking up with the 21st Century Maritime Silk Road in the south, relying on an efficient multimodal linkage of rail, sea, and road.

Chongqing will continue to accelerate the construction of the ILSTC to enhance its radiation-driven capacity and take the lead in opening up the western region, said Luo Lin, the CPC Chongqing Municipal Committee spokesperson.

The city should promote the construction of inland international logistics hubs and port highlands, aiming to create a strategic hub for the Belt and Road, said Zhao Baoquan, deputy director of Chongqing Municipal Development and Reform Commission. 

4,580 trains were opened by China Railway Express (Chengdu-Chongqing) between January and October as a result of its high-quality development. This encourages international multilateral development financial institutions to provide services for the establishment of business promotion centers and operation and management centers serving the Belt and Road.

Moreover, with the strategy's upgrade of the pilot free trade zone, the openness and competitiveness of trade, investment, logistics, finance, talents, data, and other fields will be enhanced comprehensively.

Green manufacturing service demonstration platforms

According to the report to the 20th National Congress of the CPC, economic development should focus on the real economy, and new industrialization should be continuously promoted.

Chongqing will concentrate on industrial innovation, low-carbon, and enterprise cultivation, aiming to build a national-level advanced manufacturing center, said Lan Qinghua, director of Chongqing Economic and Information Technology Commission. 

It is critical that Chongqing expands green industries in key areas like energy-saving and environment-friendly equipment, building a green manufacturing system, and developing green products, factories, parks, and supply chains. 

Focusing on metallurgy, building materials, chemicals, and other fields, Chongqing targets to implement energy-saving and carbon-reducing technology transformation.

Meanwhile, big data platforms for energy should be constructed. Chongqing will cultivate many green and low-carbon manufacturing service demonstration platforms by innovating the supply model of green services and developing contract energy management.
