Chongqing Uses Over 300 Legal Robots to Serve Communities

Chongqing- At a press conference on December 28, Chongqing announced that it had upgraded its grassroots governance experience into local regulations to ensure that the local government offered solid legal protections. 

In order to address hot issues of public concern, Chongqing has developed 16 administrative legislations and projects that benefit the local people, including Chongqing's Regulations for the Management of Dog Raising and the Chongqing Regulations for Water Supply and Water Conservation. 

Zhong Jiling, director of the Chongqing Municipal Bureau of Justice, said, "Chongqing would take the lead in developing a unified database of the country's current and valid policy documents."

This database contains 143 regulations and 6,115 normative documents to make it easier and faster for the public to find relevant documents via authoritative channels.

Modern public legal service network platforms

The report to the 20th National Congress of the Communist Party of China (CPC) emphasized the need to build a modern public legal service system in urban and rural areas, where the Chongqing Municipal Bureau of Justice has made some progress in recent years. 

For example, Chongqing has improved its legal service network with a number of platforms. According to data, 41 district public legal service centers and 1,034 township public legal service workstations have been built for 900,000 person-times per year of public legal services.  

At the same time, the network platform was created, including the 12348 Chongqing legal services network, which provides several services, including legal advice, laws, and regulations inquiries. 

Serving 3 million people every year, the network platform realizes data sharing, process connection, and business collaboration, facilitating citizens to handle their legal business, said Chen Zhiyuan, deputy director of Chongqing Municipal Bureau of Justice. 

300 legal robots service villages or communities

To better serve the public, Chongqing explored the concept of an "Internet Plus" rule of law characterized by data-driven, human-machine collaboration, cross-border integration, and co-creation and sharing. 

In providing legal advice through algorithms, the legal robot is a tangible example of citizens being supported in their daily lives. More than 300 legal robots have been promoted in villages or communities, offering 50,000 law-related services. 

Another example would be an online deposition platform that offers intelligent services 24 hours a day. With deposited evidence exceeding 80 million, the services include safe storage of electronic evidence, evidence collection and rights protection, and online notarization.
