Electronic Certificates Realize Mutual Recognition between Sichuan and Chongqing

Chongqing - Southwest China's Sichuan and Chongqing have recently issued a list of 311 Interoperation items to realize that both regions handle affairs with the same standard and mutually recognize the administrative approval results.

As another effective approach to deepen the construction of the Chengdu-Chongqing economic circle, enterprises, and citizens can handle cross-provincial affairs in any place in Chongqing or Sichuan through standardizing procedures, application materials, and processing time.

One day for the application and issuance of business licenses 

“It took only two hours to apply for a business license in a different place, from submitting the formalities to receiving the license,” said Zhang Mi, head of Sichuan Jingjiao Enterprise Management Co., Ltd., at the Administrative Service Center of Chongqing Hi-tech Industrial Development Zone.

Zhang added,  in the past, they had to go to Chengdu to apply for a business license in person which took at least a week. 

“Sichuan and Chongqing have established a convenient market access mechanism in different places with the same standard, and everything gets more efficient,” he said. Now, the application and issuance of business licenses in Sichuan and Chongqing can be completed in one day.

Since Sichuan and Chongqing implemented market access in different places with the same standard in 2020, 46,300 business entities have set up enterprises in Sichuan and Chongqing. 

Implementing electronic applications in more scenarios

“Sichuan and Chongqing will provide efficient services for enterprises,” said Deng Yuanfeng, deputy director of the General Office of the Chongqing Municipal People’s Government.

Sichuan and Chongqing are making great efforts to promote system connectivity and data sharing, implementing electronic applications in more scenarios.

Currently, Chongqing’s online government service platform “Yukuaiban” and Sichuan’s online government service platform “Tianfu Tongban” have collected 170 million electronic certificate data.

Electronic certificates make it more convenient for enterprises and citizens to handle affairs in Sichuan and Chongqing. For example, people can check in with an electronic ID in the hotel; corporate staff doesn’t have to carry official seals or paper materials to handle the affairs, and they can upload documents online to affix electronic seals.

In addition, 34 electronic licenses, including residence permits, real estate registration certificates, and food business licenses, will also realize mutual recognition between Sichuan and Chongqing.

By the end of 2022, the cumulative number of cases (including inquiries and visits) through Interoperation in Sichuan and Chongqing has exceeded 13 million, with an average of nearly 20,000 cases daily. 

This allows enterprises and citizens to enjoy more convenience and boosts high-quality economic and social development.
