Chongqing - The third plenary session of the sixth Communist Paty of China (CPC) Chongqing Municipal Committee focused on the leading role of Party building and has set a new goal of Chongqing, as a municipality, pioneering in Party building, according to Saturday's press conference.
Jiang Hui, Member of the Standing Committee of the CPC Chongqing Municipal Committee, Head of the Publicity Department and Spokesperson for the CPC Chongqing Municipal Committee briefed the press conference.
Concluded on July 7, the third plenary session witnessed the deliberation and approval regarding topics such as Party-building, the political ecosystem, and the fortification of the party's leadership and organizational capabilities.
The plenary session determined the main goals for 2025 and 2027, which include making the city's political ecology optimistic, realizing systematic reform and reshaping of party members and officials at all levels and party organization construction, and demonstrating the leading and guaranteeing role of comprehensively and strictly governing the party.
In the report of the plenary session, Yuan Jiajun, Secretary of the CPC Chongqing Municipal Committee, explained how to comprehensively improve the Party's leadership and organization, and build a pioneer of Party building in the new era.
Concerning organizational guarantees, the plenary session called for optimizing the structure of party-building work, promoting the leading advantages of party-building, and improving the overall efficiency of party-building work.
Regarding the political ecology, Wang Jiandong, Executive Deputy Secretary of the CPC Chongqing Municipal Commission for Discipline Inspection and Deputy Director of the Chongqing Municipal Supervisory Commission, insisted on improving the system of the rule of law and rule of virtue. Party members and officials should exercise power, perform duties according to laws and regulations, and improve their ability to use legal thinking and legal methods for work.
Concerning Chongqing's next steps for building a grassroots governance system under party-building leadership, Yin Guoxi, Executive Deputy Director of the Organization Department of the CPC Chongqing Municipal Committee, highlighted the need to create a new governance system for townships and streets. This includes deepening Party-building leadership grid governance and developing an integrated governance platform.
"The key point of integrated and smart governance is to reshape the governance process and improve governance efficiency through digital empowerment," Yin said. "Chongqing will develop and deploy in a unified way, making good use of existing facilities and equipment as much as possible, and reduce redundant construction investment."
