On September 5, Chongqing Academy of Science and Technology (CAST) and Chongqing Academy of S&T for Development released the Research on Measures for Perfecting New Energy Vehicle (NEV) Industry Chain in Chongqing at the special release events of the 2023 Smart China Expo (SCE 2023).
This achievement is a major decision-making and consulting project issued by the Chongqing Development and Reform Commission in 2022 to further improve the city's NEV industry chain and support the industry's high-quality development.

According to the recently released research paper, by the end of 2022, Chongqing had produced a total of 365,000 NEVs, with a year-on-year growth of 140%. All districts and counties in Chongqing actively developed the automobile industry, forming a "1+12" industry cluster led by Liangjiang New Area. Additionally, Chongqing has established an NEV innovation system of "universities, scientific research institutes, enterprises, and innovative platforms" to strengthen core technology breakthroughs continuously.

The paper puts forward that Chongqing is strengthening the layout of the whole NEV industry chain. In the upstream of the industry chain, efforts are made to introduce projects of core automotive parts and conduct independent R&D of products. In the battery field, it is promoting the implementation of battery projects. In the field of motors and electronic control, Chongqing is strengthening the independent R&D.

Chongqing Chang'an Automobile Co., Ltd. has independently developed seven-in-one electric drive systems, seven-in-one electronic control systems, and smart battery managers. Chongqing Tsingshan Industrial Co., Ltd. has developed products such as motors and electric drive controller PCB boards.
In the midstream of the industry chain, Chongqing is making a layout in vehicle manufacturing in multiple fields, with 20 NEV enterprises involved in purely electric vehicles, hybrid electric vehicles, extended-range electric vehicles, commercial vehicles, passenger vehicles, and other areas.
In the downstream of the industry chain, Chongqing boasts remarkable advantages in inspection and testing. It has national quality testing institutions in the automobile industry, such as the China Automotive Engineering Research Institute and the China Merchants Testing Vehicle Technology Research Institute Co., Ltd. China's first operational safety testing pilot station for NEVs has been officially put into use in Chongqing, filling the gap of lacking national technical standards for the safety technology inspection of NEVs in China.
Based on the research paper analysis, although Chongqing has a solid foundation and certain advantages in the development of the NEV industry, it still has deficiencies in improving the industry chain. Chongqing needs to enhance the competitiveness of its NEV industry chain, foster coordinated development among the industry chain's upstream, midstream, and downstream sectors, and further improve the development ecology of the NEV industry chain.
It is suggested to strengthen overall planning, establish a gradient development system for the industrial chain, strengthen technological innovation, improve the collaborative innovation capability in the industry chain, promote the development of enterprises, facilitate the extension, supplement, and strengthening of the industry chain, optimize the industrial ecology, and form a support system for the development of the industry chain.
This achievement is a high-quality research output completed by CAST and Chongqing Academy of S&T for Development under the guidance and support of the Chongqing Development and Reform Commission.
