The agreement specifies that leaders and pertinent departments from both sides will keep in regular contact. The Foreign Affairs Office of the Chongqing Municipal People's Government and the Foreign Affairs Department of Champasak Province are designated liaison agencies. These entities will routinely discuss matters of mutual interest, ensuring smooth coordination of exchanges and cooperative endeavors.

Located in southwestern Laos, Champasak Province covers an area of 15,400 square kilometers and is home to 694,000 residents. Its provincial capital is Pakse, bordering Thailand and Cambodia, and the Mekong River traverses the province from north to south. Known for its abundant agricultural resources, Champasak is a bountiful region in southern Laos, playing a pivotal role in the development of tropical cash crops and serving as a base for the livestock industry.

Prior to this agreement, the Chongqing Foreign Affairs Office, in collaboration with the Chongqing Development and Reform Commission, the Chongqing Municipal Commission of Agriculture and Rural Affairs, the Chongqing Municipal Commission of Commerce, and Southwest University, has engaged in multiple discussions with Champasak Province. These dialogues have focused on projects involving silkworm breeding, konjac research, and rural revitalization, setting a solid groundwork for broadening and intensifying the scope of cooperative ventures.
