Digital Transformation from Agricultural Markets to More Sectors in Chengdu-Chongqing Economic Circle丨Deputy

Chongqing- Wang Furong, deputy to the sixth Chongqing Municipal People's Congress and secretary of the Party working committee of Guilin Subdistrict, Tongnan District, reviewed her proposal's progress from last year. She proposed creating a "dual-use" key supply base in Tongnan District, the city's first such project initiated on December 4, 2023.

The concept of "dual-use" facilities serving everyday and emergency purposes is central to this proposal. This approach was highlighted in the master plan for the construction of the Chengdu-Chongqing economic circle in October 2021. Such facilities are designed to bridge the gap in megacities' emergency response capabilities, simultaneously enhancing the quality of tourism and housing.

A primary focus of this proposal was to ensure a stable and secure supply of food and vital agricultural products. 

Wang's research emphasized the state of Chongqing's agricultural markets. She observed that the wholesale markets, Jiangjin Shuangfu and Changshou Sanke, mainly cater to the central city and adjacent areas like southern Sichuan Province and northern Guizhou Province. Despite this, these markets rely on traditional sales methods and have not adopted digital transformation, such as e-commerce and international trading.

Wang also emphasized Tongnan's key role in agriculture within the Chengdu-Chongqing economic circle, noting its global recognition as a top lemon producer and the third-largest ecological crayfish breeding base in the country. She also mentioned Tongnan's diverse agricultural output, including grains, oils, aquatic products, peppercorns, traditional Chinese medicinal herbs, and unique fruits, emphasizing the area's agricultural diversity and potential.

At last year's Chongqing Two Sessions, Wang proposed creating a distinctive base through unique market segmentation, diverse trading options, and an innovative industrial layout, setting it apart from Shuangfu and Changshou's existing models. She called for substantial policy support and financial assistance, expediting land approvals to transform this base into a regional hub for agricultural product trading and a center for consumer activity.

The proposal garnered support from key municipal departments. Following comprehensive project planning, design, land use approval, and investment negotiation efforts, the project was officially launched on December 4, 2023.

Wang's vision for the future of this base is ambitious. He anticipates greater support from the municipal government, ensuring that the base not only meets but exceeds the high-quality life needs of the people.

With the upcoming second session of the sixth Chongqing Municipal People's Congress, Wang proposes for Chongqing's digital transformation. Her plans involve promoting business growth, alleviating grassroots burdens, and driving modernization in various sectors. Additionally, she suggests reinforcing resource integration, policy protection, and innovative mechanisms to enhance the high-quality development of western Chongqing and the construction of the Chengdu-Chongqing economic circle.
