On November 12, 2008, the State Council, China's cabinet, officially approved the establishment of the Chongqing Lianglu Cuntan Bonded Port Area, the only inland customs area in China with functions of both water port and airport. In August 2020, it was renamed the Chongqing Lianglu Cuntan Comprehensive Bonded Zone. In January 2022, the functions of the Cuntan Water Port area were transferred to the Guoyuan Port area. They renamed the Chongqing Lianglu Guoyuan Port Comprehensive Bonded Zone, integrating the open platform of the comprehensive bonded zone with the national-level comprehensive logistics hub functions of Guoyuan Port.
The comprehensive bonded zone currently covers a planned area of 33.33 square kilometers. The customs special supervision area spans 6.49 square kilometers, including 5.71 square kilometers for the airport and 0.78 square kilometers for Guoyuan Port.
The zone is strategically located at the intersection of the Belt and Road Initiative, the golden waterway of the Yangtze River, and the New International Land-Sea Trade Corridor. Situated in the downtown area of Chongqing, it enjoys a unique geographical advantage. It is within a 15-minute distance from places like the Guoyuan Port and Chongqing Jiangbei International Airport.
It is among the first batch of national logistics hubs and serves as a national demonstration base for multimodal transport, integrating rail, road, water, and air transport. It hosts nine designated entry ports (customs-supervised locations) to import grains, meat, fruit, and other commodities.
The zone is a critical base for Chongqing's two trillion-yuan-level industries: automotive and electronics. It has accumulated cutting-edge technology and production experience in these fields and employs a large number of skilled workers. Additionally, emerging industries are rapidly developing, and the zone is increasingly attracting "bonded+" specialized sectors.
It also offers a 24/7 efficient and convenient customs clearance environment. It has two centralized living support areas that can accommodate over 50,000 people. The zone is equipped with international K12 schools, talent apartments, medical services, and an enterprise service center to support the daily life and work of its residents and workers.
