CPC Plenum Emerges as Historic Milestone for China’s Further Opening-up | Opinion

The 20th Communist Party of China (CPC) Central Committee's third plenary session has emerged as another historic milestone over deepening reforms and further opening up for achieving ultimate modernization and prosperity of Chinese society.

The plenum approved the decision of further development of reforms and to enhance Chinese-style modernization on the path of building the humanity of shared future for mankind by continuously injecting new momentum to the global economy.

This decision narrates the roadmap, timetable and overall target to further deepen the reforms in a more comprehensive way by making the systematic adjustments.

This process indicates the new journey for the development of Chinese-style modernization and provides the opportunity to the international community to explore the win-win cooperation in China’s resolve for the implementation of deepening reforms.

Around 46 years ago, the11th CPC Central Committee’s third plenary session initiated the historic round of reforms, opening-up and socialist modernization. In the last one decade, more than 2000 reform programs have brought notable social and economic changes in China’s society that have also put positive impact on the world.

For example, China has become the trading partner of more than 140 countries and regions by contributing to over more than 30 percent in global economy.

The plenum decision explains that the purpose of more deepening reforms is to continue to improve and grow the socialist system with Chinese characteristics, and modernize the national governance system and governance capacity.

Other than this, the plenum decision has also suggested more than 3000 significant reform-based measures that aim to remove the systematic bottlenecks by improving institutional mechanism that have been identified as the barriers in the advancement of Chinese modernization.

Chinese President Xi Jinping has always stressed that reform and opening up is a "crucial step" that will determine the success of Chinese-style modernization.

Taking the reform and opening up process as well as the construction of economic development zones as its important background, the third plenary session of 20th CPC Central Committee has analyzed and summarized the practices, experiences and achievements of China’s economic reform and opening up. 

Particularly, it focuses on how the country has been marketizing its economy, advancing opening up and constructing development zones so that international community can acquire a better understanding of China’s practices in these areas and of the different modes of developments as well as theories behind those practices.

The overall plan to comprehensively deepen reform in line with Chinese-style modernization fully reflects the strong commitment of the CPC under the leadership of President Xi Jinping to comprehensively deepening reform and opening up of enormous possibilities by following the footsteps of innovation.

The reform areas included in the plenum decision are very comprehensive, including building a high-level socialist market economy system, building institutional mechanisms to support inclusive innovation, improving institutional mechanisms for urban-rural integrated development, improving institutional mechanisms for high-level openness, improving the system of inclusive people-style democracy, improving the rule of law system with Chinese characteristics, deepening the reform of cultural institutional mechanisms by the people, improving the institutional system for livelihood protection, reforming the environmental culture system and strengthening the national security system and deepening the reform of the national defense and armed forces etc.

Opening up to the outside world is a clear sign of Chinese modernization. Reform and opening-up is China's fundamental national policy, which Xi Jinping describes as an important magical tool for modern China to adapt to the times and an important step in determining the success of Chinese-style modernization. 

The outcome of the plenum also suggests that the current meeting will certainly be a new milestone and indicate China's long-term development direction to the newer heights.

The plenum generates a message for international community that China’s reform and opening up, which was initiated in 1978, is in essence a reform of its former planned economy and opening up of its economic system aimed to bring expanded benefits for Chinese society and global community.

China’s achievements with deepening reforms have proved that any country’s modernization is not limited to Western institutional model and different countries can explore their own path of development. The continued development of Chinese-style modernization has broadened the choice of modernization paths for developing countries and has provided better solutions to the humanity for building a better social system.

China’s reform is moving ahead in parallel with the process of opening up. The two are, in fact, inextricably intertwined. Opening up facilitates reform, whereases the latter drives the former. 

Both aspects have made stunning global achievements by contributing to global economic development. Having passed through a planned economic system and having set in motion a socialist market system, China’s reform is now entering a crucial phase that requires thorough reform, complete opening up and constant improvement of the socialist market economic system.

To properly coordinate reform, development and stability requires boldness, steady steps and clear direction. China has found a path of development that overall suits its own national conditions while at the same time achieving an internal coherence and balance of reform, development and stability that will be pushed forward more in the decades to come.
