Chongqing’s Smart Public Security Brain Helps Solve Over 90% of Cases

Chongqing - At a July 30 press briefing, Cheng Xiao from the Chongqing Municipal Public Security Bureau described how the city has improved public safety with a "trinity" system of police cloud, big data, and a comprehensive police platform, resolving over 90% of cases and setting a national standard.

Cheng highlighted the "Jingkuaiban" platform's effectiveness in streamlining public security services. With 20.32 million users, it handles 431 online services and has an 80.7% completion rate. The system integrates with emergency services and utilities, creating a seamless linkage mechanism.

This integration was effectively demonstrated when a couple in Jiangbei District swiftly obtained an electronic ID card in just two minutes using the system recently, allowing them to register their marriage immediately.

Over the past five years, Chongqing has pioneered notable reforms, such as the traffic patrol system "Zhifatong," which has gained national recognition and been replicated elsewhere. Other innovative measures include the "personnel-intensive key places joint prevention and control integrated scene application," which improves real-time monitoring and police dispatch to ensure safety at major events and tourist attractions.

The city has increased patrols in busy business districts and night economy areas to maintain order in Chongqing's lively environment. As a key player in the new era of Western Development, Chongqing has hosted major events such as the China-Russia Youth Games and the Belt and Road Conference on Science and Technology Exchange, implementing strict security measures to ensure safety.

In response to the growing interest in aerial photography among tourists, the bureau has partnered with drone companies like DJI to simplify aircraft reporting, improving convenience and safety. Additionally, measures have been taken to streamline safety permits for large-scale commercial events, ensuring a safe and enjoyable experience for spectators.

Cheng highlighted the success of these initiatives with some impressive statistics: telecommunications network fraud cases dropped by 42.7%, from 66,000 in 2020 to 38,000 in 2023. The city has also led the nation in proactive measures for traffic accident prevention and anti-smuggling operations. Moreover, Chongqing’s police have dismantled 277 criminal organizations and achieved a 100% capture rate of targeted fugitives, ranking first in the country.

The crackdown on economic and financial crimes has also recovered over 4 billion yuan (USD 551.6 million), showcasing the system's effectiveness. The emphasis on quickly addressing minor but significant crimes has led to notable reductions in theft and burglary rates, improving the overall sense of security for the city's residents.
