Chongqing Enhances People’s Democracy with New Street, Practice Station, and Online Services

Chongqing - The Democratic Rule of Law Street in Jiulongpo District, Chongqing, officially opened on September 10. With interactive displays and various sections, visitors can experience the principles of democracy and the rule of law.

The Democratic Rule of Law Street is a standout feature of the district and the first of its kind in Chongqing.

The street, which extends 475 meters, is divided into six distinct areas: Civil Law Square, Rule of Law Trail, Democratic Trail, Law Companion Life Corridor, Democratic Rule of Law Forum, and People's Democracy Practice Station.

Residents can explore Chinese law through engaging interactive exhibits in these areas, gaining insights into the pioneers of the rule of law, the legal process, and democratic development.

The Democratic Rule of Law Forum provides offline legal education, featuring monthly lectures by professional legal experts who answer questions and address pressing legal issues that concern residents.

Zhang Jiantu, Secretary of the Party Working Committee of Shipingqiao Street in Jiulongpo District, emphasized that "the legal system is not a one-way process." He elaborated, "Our goal is to integrate residents, the community, and the district people's congress interactively."

To improve the implementation of whole-process people's democracy, Jiulongpo District has established Democratic Rule of Law Street, a practice station, and online services, allowing residents to express their needs more effectively.

Another notable feature is the He Dai Law Court online public welfare mediation center, which was established at the Jiulongpo District practice station. 

He Dai, a deputy to the Jiulongpo District People's Congress and the party branch secretary of Chongqing Zhundi Law Firm, spearheaded the creation of this center in 2018 to address community needs.

The center offers voluntary public welfare mediation, legal consulting, and legal awareness services online and offline. 

When a community resident, Mr. Li, lost 670,000 yuan ($94,108.2) in a scam and felt hopeless, his team intervened. They tracked down the fraudster and, after a year-long legal battle, successfully recovered the stolen funds.

In addition to the center, deputies are available at the station every Tuesday to assist with issues. QR codes are also displayed online 24/7, enabling the public to report problems and receive help anytime by scanning these codes.

"We bring lawyers and other professionals on-site to provide expert mediation for legal issues that residents cannot resolve on their own," said Zhang. "This is a valuable tool for legal support and education."
