Chongqing—Recently, China announced an expansion of its "tax rebate at ports of departure" policy. This policy, now successfully implemented in Southwest China's Chongqing municipality, aims to provide greater convenience for local enterprises by allowing them to apply for export tax rebates in advance.
On December 4, a loaded "Chongqing-made" micro-tillage machine, produced by Chongqing Wugu General Equipment Co., Ltd., was the first shipment from the Chongqing Railway Port to benefit from the "tax rebate at ports of departure" policy.
The goods cleared through Yuzhou Customs under the Chongqing Customs District, were dispatched via the China-Europe Railway Express from the Tuanjucun Railway Station, located in the Chongqing International Logistics Hub Park, bound for the Manzhouli Railway Port for outbound export.

"We received more than 40,000 yuan of tax rebates the next day, about one week earlier than the original process. It's convenient and has significantly improved our cash flow," said Li Yulin, assistant general manager of Chongqing Wugu General Equipment Co., Ltd.

The policy, which allows for advance tax rebates at departure ports, is set to alleviate cash flow pressures on businesses by speeding up the rebate process. Thus, it will promote smoother trade and greater efficiency in cross-border transactions.
This export shipment marks a key milestone in the expansion of the tax rebate policy, which now covers waterway transport and rail transport. According to customs authorities, this is the first time goods exported via the Chongqing Railway Port have benefited from the "tax rebate at ports of departure" policy.
"We will carry out publicity and counseling to help enterprises declare accurately and enjoy the policy dividends in a timely manner," according to an official from Chongqing tax authorities.
Previously, the "tax rebate at ports of departure" policy was applied only at the waterway port of Guoyuan Port, the only port-based national logistics hub in western China. However, China has expanded the policy to include rail transit.
Starting December 1, eligible export enterprises using rail transport for customs clearance, with shipments handled by China Railway and its subsidiaries, will benefit from the "tax rebate at ports of departure" policy for containerized goods.
The Tuanjucun Railway Station has attracted ten outbound rail partners from the southeast, northwest, and northern regions, making it a key departure port for goods benefiting from the new tax rebate policy.
