Chongqing’s Governance System Enhances Satisfaction, Safety with 95% Task Completion Rate

Chongqing - On February 13, Gong Jianhai, Deputy Secretary-General of the Communist Party of China Chongqing Municipal Committee, announced at the press conference that by 2025, Chongqing will enhance grassroots community governance through digital technology and lead new occupation population to join in the governance.

Zhang Bo, Deputy Director of the Organization Department of the CPC Chongqing Municipal Committee, said that Chongqing has rolled out its "141" Grassroots Intelligent Governance System in 1,031 communities, gathering over one million data points, including household and business information, as part of its efforts to modernize urban governance.

According to Zhang, the "141" consists of one grassroots governance command center that oversees and coordinates governance work, four key areas of work, including Party building, economic development, public services, and the rule of law, and one community grid, a system in which a community is divided into smaller areas or grids to facilitate better governance and service delivery.

To promote and upgrade the "141" Grassroots Intelligent Governance System, Zhang stated that Chongqing will focus on AI empowerment and optimize the use of the Grassroots Intelligent Governance Platform. This platform allows community workers to share and update data, presenting it in visual maps and charts for easy access and processing.

Zhang emphasized the importance of encouraging broad participation from various sectors of society to advance the development of the "141" Grassroots Intelligent Governance System.

Chongqing plans to strengthen the community workforce by involving in-service party members, new occupation population, and social organizations in grassroots governance. By organizing volunteer teams and recruiting part-time grid members, Chongqing can attract them and enhance the capacity for grassroots services.

Among the key social work initiatives, Li Junjie, Deputy Director of the Social Work Department of the CPC Chongqing Municipal Committee, noted the importance of addressing the needs of the new occupation population, including ride-hailing drivers, delivery workers, and couriers.

These groups face challenges related to their livelihood, security, and career development. To tackle these issues, Chongqing launched 54 service projects in 2024, including medical and insurance services, with plans to continue and deepen these initiatives this year.

Furthermore, Chongqing is urging leading platforms to optimize their algorithms to prevent unfair competition and protect the rights of the growing new occupation population concerned about algorithm-driven biases.

Zhang said that the "141" Grassroots Intelligent Governance System has helped improve services for both businesses and the public. For issues raised by enterprises and residents, the task completion rate is over 95%, leading to enhanced satisfaction, safety, and overall well-being.
