Chongqing - Chongqing has launched a 100,000-square-meter artificial intelligence innovation and incubation community, as the southwestern Chinese municipality moves to turn its manufacturing base, data resources, and computing capacity into new economic growth drivers.

The community, known as "Moli Gaodi," or "Model Power Highland," officially began operations on May 22 in the Zhaomushan area of Chongqing Liangjiang New Area. The project is positioned as a platform for AI incubation, application, and industrial development. It will focus on three main areas: intelligent connected vehicles, embodied intelligence, and industrial vertical AI agents.
The community is linked to a surrounding 4-million-square-meter innovation cluster and more than 5,000 AI, software, and information technology companies. Local authorities said the goal is to create a closely connected industrial ecosystem in which upstream and downstream firms can work in close proximity.
The choice of location reflects Chongqing's broader push to use existing industrial density to attract AI companies. Zhaomushan is one of the city's most concentrated intelligent industry zones, with more than 120,000 science and technology professionals. In 2025, the area recorded 10.8 billion yuan (about 1.59 billion U.S. dollars) in AI-related business revenue and 88 billion yuan in main software business revenue.
11 projects signed agreements to join the community, including Iluvatar Core’s semiconductor project. Kunshuo Zhigan and Infinite Valley, which is developing an AI companion application for female users, are among the first companies and institutions expected to move in. UniDT and Feihong Technology will relocate in phases as facilities are completed.
A Liangjiang New Area official said the community will later include public service platforms for AI application capabilities and pilot testing. These platforms are intended to support the full chain from research and development to pilot production and commercialization.
The community follows a "3+N" industrial layout. The three core tracks are intelligent connected vehicles, embodied intelligence, and industrial vertical AI agents. Additional application areas include new materials, financial technology, consumer-facing intelligence, life sciences, the low-altitude economy, and urban governance.
The first signed projects reflect that structure. Chongqing Chuangyuan Zhihang is bringing in an Axera Semiconductor project focused on integrated circuit chip design and services, including high-level autonomous driving chips for L3 and L4 vehicles. Dexmal focuses on robot software and hardware development. The company won two gold awards at the ManiSkill-ViTac 2025 global robot vision-touch fusion challenge.

For Chongqing, the AI community is also designed to serve the city's existing industrial base. Liangjiang New Area is working to introduce application scenarios from companies such as Changan Automobile, Seres, AFARI, and Sevnce Robotics. The focus includes automotive-grade chips, intelligent sensors, and steer-by-wire chassis systems, all of which are relevant to intelligent vehicle manufacturing.
Funding support is also part of the project. Liangjiang New Area, Yufu Group, and Afari will jointly establish a 10-billion-yuan-level "AI+" industrial ecosystem fund. Tencent will support a sustainable AI innovation fund, while several financial institutions are expected to provide financing products for companies in the community.
A Liangjiang New Area official said the long-term goal is to improve the project's hardware, software, and industrial services and build it into a nationally influential AI innovation and incubation platform. The official said the community will support Chongqing's efforts to develop AI application technologies, incubate vertical AI sectors, and build an "AI+ industry" ecosystem.
