Going Global, Protecting Ideas: Chongqing Plans IP Support in Key Export Markets

Chongqing - Southwest China’s Chongqing plans to expand support for businesses navigating intellectual property (IP) disputes overseas, with guidance stations in key markets across Southeast Asia, Central Asia, Europe and South America, alongside an inquiry service on Hong Kong’s IP policies.

The measures form part of the southwestern Chinese city’s newly issued 15th Five-Year Plan for Intellectual Property Protection and Utilization (2026–2030), which aims to make Chongqing a strong IP city by 2030. The overseas stations will be established under the guidance of China’s National Intellectual Property Administration.

Focusing on the export demands of Chongqing's industries and enterprises, Chongqing will promote exchanges and cooperation with the World Intellectual Property Organization, as well as target export countries and regions.

Chongqing will host major international IP events, including the IP-themed forum of the Belt and Road Science and Technology Exchange Conference, building communication channels between enterprises and local IP authorities to cut communication costs.

To tackle prominent issues such as malicious hijacking of overseas trademarks targeting local companies, the Plan specifies that Chongqing will regularly collect enterprises’ demands and organize targeted special training on overseas IP practices.

In addition, Chongqing will establish an expert think tank for overseas IP dispute response. It will step up training of professionals including foreign-related IP lawyers, patent attorneys and in-house IP practitioners for overseas business. Law firms and IP service agencies will be supported to expand their overseas service networks, delivering professional backing for Chongqing enterprises venturing into global markets.

Last year, Chongqing launched the digital platform “IP Online”, creating a 24-hour online service supermarket for innovators. Going forward, Chongqing will leverage big data and artificial intelligence to upgrade the “Shuxiang Chongqing” copyright service platform, enabling one-stop online processing of work registration, filing and archive inquiries.

During the 14th Five-Year Plan period, Chongqing registered more than 880,000 copyright works. Three districts were selected as national pilot zones for the protection and promotion of folk literature copyrights. The number of high-value invention patents per 10,000 residents reached 10.37, and the added value of patent-intensive industries accounted for 12.63% of the city’s GDP.
