The communiqué issued following the four-day session places particular emphasis on full and rigorous Party self-governance, institutional discipline, anti-corruption, accountability and the responsibility of leadership to serve the people. It also highlights the importance of maintaining development momentum as China advances its modernization agenda.

The basic message in the communiqué is that institutions need to be continually improved, to be held to account and to have a long-term link between governance and the population. The introduction of Party self-governance as a key priority has highlighted the CPC’s emphasis on organizational capacity building and the effective application of the Party’s policies and decision-making process at various levels of government. An important feature of the plenary session is its emphasis on the internal governance of the Party. The Central Committee underlined that the CPC should continue to be advanced and untainted and further develop its connection with the people and enhance its long-term governance capability.

Two key responses to the historical challenge of effective government are discussed in the communiqué: citizens exercising control over government and the Party’s ability to engage in self-reform. This makes the need for institutional arrangements that enable organizations to recognize gaps, tackle issues and enhance their operations a key point to make. The session also passed a resolution on the important matters related to the continuity of full and strict Party self-governance. The proposed measures include enhanced Party organization, official behavior, stricter discipline, optimization of oversight mechanisms and clarity regarding responsibilities at all levels. It is especially important in a country of China’s size where coordination and collaboration between local and central government is vital to achieving national development goals.

The communiqué devotes a significant amount of attention to improving discipline and fighting corruption. It requires a holistic strategy focusing on the symptoms and underlying causes of corruption by punishing, preventing and reforming institutions. Importantly, the session highlighted the need to select, train, manage and supervise officials to standards. It also emphasized the need to cultivate high-quality officials who are professionally competent, responsible and capable of meeting the national development needs. Emphasis on accountability shows an awareness that the quality of governance is as much about doing something as it is about saying something.

Effective supervision and responsible public service, in addition to transparent procedures, are crucial to the realization of tangible outcomes from institutional decisions. The communiqué sets these priorities within a broader context of Party self-governance, making institutional improvement a continuous process – not a campaign. A major aspect of the session is also the focus on enhancing people’s wellbeing.

The communiqué urges public service to be inclusive, to be adequate to essential needs and to support those most in need. It further emphasizes that officials need to engage in a proper assessment of performance and pursue the public good, the people, sound decisions and action. This focus puts governance on the agenda of daily development activities. Economic growth is more meaningful if it is linked with better public services, social welfare and protection of people’s interests and the safety in the workplace. The attention given in the communiqué to social stability and to enhancing disaster prevention and food and drug safety also reflects the wide array of duties of people-centered governance.

The plenary session also coincides with a crucial juncture in the development path of China. The 14th Five-Year Plan period has successfully completed and the 15th Five-Year Plan period has begun in a positive way, the communiqué said. The Central Committee urged to continue to promote high-quality and steady economic growth, build a new engine of economic growth based on innovation, further open up the market and increase domestic demand and make macroeconomic policies work well. These priorities are directed towards an effort that aims to reinforce the economic fundamentals of the Chinese economy and shift into a new growth track.

This way of going is characterized by innovations, industrial change and consumption within the country. The communiqué also stresses that development and security must be balanced in tandem with economic growth, noting that economic development could not be without the ability to protect national security and stability. Modernization thus is not seen as an economic goal for China, but as an integrated change process that includes institutional change, improvement of public welfare, technological and social development. The focus on unity, organizational strength and effective implementation during the session is also important for the next step in the process of modernization in China.

It requests Party organizations at all levels to implement decisions in a coordinated and effective manner. The communiqué also underscores the need to build competent officials, fostering initiative and creativity and equipping leadership teams with awareness of their roles. These priorities are closely linked to the issue of achieving more complex and ambitious economic and social development goals.

The 21st CPC National Congress is also the second half of 2027, and the decision to hold it in Beijing will also be a clear institutional landmark on China’s political agenda. According to the communiqué, the congress is an important event of a critical period in the country’s march towards socialist modernization. China’s development trend is also an agenda on the international agenda due to China’s importance in the global trade, manufacturing, investment and economic cooperation. The communiqué reiterates the significance of major country diplomacy with Chinese characteristics and emphasizes the “two-in-one” diplomacy of balancing domestic and international needs.

The high-quality development, reform and opening up and innovation reflects the priorities China will focus on in the future. China’s experience of institutional development, economic transformation and public-service delivery is an issue that can be studied and exchanged in developing countries. The country-specific context and development needs are unique, but cooperation and sharing of practical experience can be part of the international development debate.

In the end, the governance capacity, institutional accountability, people’s wellbeing was at the heart of the development message of the Fifth Plenary Session. It’s important because it bridges the CPC’s internal reform agendas with the broader goals of Chinese modernization. The biggest hurdle the world will have to overcome is to put the plans outlined in the communique into action and achieve tangible results for people. The connection of effectiveness of governance, innovation-driven growth and public welfare will continue to be crucial for China’s modernization process into the 15th Five-Year Plan.
