Western China Integrates into New International Land-Sea Trade Corridor

At the two sessions this year, the “New International Land-Sea Trade Corridor (ILSTC)” was a high-frequency word. Deputies to the National People’s Congress (NPC) and the Chinese People's Political Consultative Conference members, especially those from Western China frequently mentioned it.

On March 3, the Chongqing Delegation held a plenary session and decided to propose the Second Session of the 13th  NPC make ILSTC a national strategic project.  The construction of the ILSTC promotes China Western Development and brings about a new pattern of opening-up. It is also a strategic channel connecting the “Belt and Road” Initiative and the Yangtze River Economic Belt. In addition, it also takes the development of China-ASEAN regional economic cooperation to a higher level.

Guangxi is glad

Lu Xinshe is a deputy to the NPC and Secretary of the Party Committee of Guangxi Zhuang Autonomous Region (GZAR). He is also Director of the Standing Committee of the NPC of the GZAR. On March 7, he said that he was glad that Chongqing Delegation made this proposal at the two sessions. The delegation proposed that the acceleration of the ILSTC construction should be a national strategy.

Liu Hongwu is a deputy to the NPC. He is also Secretary of Party Leadership Group and Director of Guangxi Zhuang Autonomous Region Development and Reform Commission. He said that they would formulate an overall plan and relevant supporting documents for Guangxi to promote the ILSTC’s construction. They will also develop three rail-sea intermodal transport lines connecting Chongqing and Guangxi, Chengdu and Guangxi, and Yunnan and Guangxi. In addition, they are determined to promote the regular operation of Lanzhou-Guangxi and Guizhou-Guangxi trains. They will strive for more than 1,800 trains operating on new channel lines. Moreover, they aim to realize 3.7 million TEUs of the container throughput at the Beibu Gulf Port.

Yunnan  integrated 

Luo Ping is a deputy to the NPC. She is also Deputy Secretary of the Standing Committee and Governor of Honghe Hani and Yi Autonomous Prefecture, Yunnan Province. Early this year, eight western provinces/regions/municipalities including Yunnan and Chongqing, signed a framework agreement on jointly building the ILSTC. It brought Honghe new development opportunities. Honghe Prefecture is the gateway and frontier of Yunnan Province’s radiation center. The East Trans-Asian Railway (China) has been fully completed and the expressway network has been constantly improved. It has laid a good foundation for Honghe’s integration into the construction of the ILSTC.

On February 27 this year, the first Central Asian meter-gauge railway freight train entered China through the Hekou County. It has 15 train carriages loaded with 600 tons of iron ore, imported from Australia. As Luo Ping said, “It symbolized that Honghe had really integrated with the ‘ILSTC’”.
