On July 10, Chongqing and Sichuan signed the “2+16” series working plans (agreements) on deepening Sichuan-Chongqing cooperation, which involved industries, transportation, tourism, ecology, open platforms, and other aspects, thus promoting Sichuan-Chongqing cooperation in an all-round and in-depth manner.
According to information, the “2+16” means two important documents and 16 exclusive cooperation agreements.

1. Build the Chengdu-Chongqing International Comprehensive Traffic Hub Major Working Plan on Deepening Sichuan-Chongqing Cooperation and Advancing Chengdu-Chongqing City Cluster Integrated Development Signed by Governments of Sichuan and Chongqing.
Focus on building the Chengdu-Chongqing International Comprehensive Traffic Hub, give full play to the Major Working Plan on Deepening Sichuan-Chongqing Cooperation and Advancing Chengdu-Chongqing City Cluster Integrated Development Signed by Governments of Sichuan and Chongqing put forward to focus on building the Chengdu-Chongqing International Comprehensive Traffic Hub, give full play to the geographical advantages of Chongqing and Chengdu, strengthen their leading and driving roles in the development of passageways, accelerate the construction of the two cities as international portals and hubs, and jointly build themselves into exemplary inland cities of opening-up and centers of development and opening-up.
Promoting infrastructure connectivity is an important part of this plan:
Speed up the preliminary work of Chengdu-Nanchong-Dazhou-Wanzhou High-speed Railway of Shanghai-Wuhan-Chengdu High-speed Railway and Chongqing-Xi’an High-speed Railway, and strive to start construction in 2019.
Vigorously promote land-water combined transport and advance the construction of a new channel linking rivers and seas between Dazhou and the Port of Wanzhou; promote the planning and research of Chengyu Middle Line High-speed Railway and Suining-Chongqing Railway; accelerate the construction of Chongqing sections of Ziyang-Hechuan and Dazu-Neijiang Expressways.
Accelerate the preliminary work of the Sichuan section of Dazu-Neijiang Expressway, and strive to start construction in 2019 and complete simultaneously with other sections. Promote the development of traffic infrastructure in South Sichuan and South Chongqing.
According to the Framework Agreement on Cooperation in the Construction of New International Land-Sea Trade Corridor under the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity between Chongqing Municipal
The partnership aims to give full play to the pivotal role of Chongqing and Singapore in CCI-ILSTC and the international gateway and hub roles of Chongqing, Chengdu, and Xi’an. Based on the plan, Beibu Gulf of Guangxi will be a critical joint for the global land-sea connectivity; central cities in western provinces (cities and districts) and transport junctions will be vital nodes, and coastal ports will be gateways. By virtue of a high-efficient intermodal transport via railway, shipping, highway and air transport, a main axis of the land-sea corridor between western China and ASEAN countries (regions) will be built, passing through from the northwest to southwest, with support of a branch system connected by various nodes to enhance the driving and agglomerate effect. By this means, an organic connection of international corridors between China and Europe, China and Asia, etc. will be established, to form a complete circle in the western China part along the Belt and Road and create a global connectivity network.
The Major Working Plan on Cooperation in Advancing Accessible Tourism in Chengdu-Chongqing City Cluster between Sichuan Provincial Culture and Tourism Department and Chongqing Municipal Culture and Tourism Development Committee 2019 proposes to accelerate the partnership in accessible tourism in Chengdu-Chongqing City Cluster and jointly build an internationally-renowned and influential Bashu cultural tourism brand.
The Plan also mentions the goal to jointly build quality tourist routes that integrate natural and cultural heritage resources, including Dazu-Anyue Rock Carvings, the Three Gorges, Wansheng Stone Forest, Heishangu, Mount Jinfo, Tiansheng Sanqiao, Furong Cave, Jiuzhaigou Valley, Huanglong, Qingcheng Mountain & Dujiangyan area, Leshan Giant Buddha & Emei Mountain, Wolong, Mount Siguniang, Fengtongzhai, Labahe, Xingwen Shihai, Zigong Dinosaur Museum, Mount Guangwu & Nuoshui River, Hailuo Valley, Daocheng Yading, etc.
4. Accelerate the establishment of a Federation for Promotion of Red Culture Tourism
The government projects to build a national red tourism demonstration belt and a quality study tour route, from Qiu Shaoyun Memorial Hall to Wanzhou Revolutionary Martyrs Cemetery, Hongyan Revolution Cultural Relics (Chongqing Hongyan Revolutionary Memorial Hall and Chongqing Geleshan Revolutionary Memorial Hall), Liu Bocheng’s Former Residence and Memorial Hall, Marshal Nie Rongzhen Exhibition Hall, Yang Angong’s Former Residence and Martyrs Cemetery, Former Site of Red Army Command in Nanyaojie, the Soviet ruins in Chengkou County in Sichuan-Shaanxi Soviet Area, hometown of Deng Xiaoping, Hua Ying Mountain, former residence of Zhu De and the Sichuan-Shaanxi Soviet Area.
The government is boosting the construction of expressways between Chongqing and Guangzhou, Nanchong, Tongnan, Rongchang and Luzhou, Ziyang and Hechuan, Yongchuan and Luzhou, Dazu and Neijiang.
In a joint effort to accelerate the construction of new channels in the Three Gorges Lock, the local governments will strive to improve the channel transit capacity at the varying backwater reaches in the Three Gorges Reservoir tail.
According to relevant sources, Chongqing and Sichuan will continue to establish a more practical cooperative mechanism. Multilevel and normalized cooperation mechanisms such as an important strategic decision-making mechanism, coordination and negotiation mechanism, daily operation mechanism, promotion mechanism for unique works will be further established and improved.
Implementation of cooperation events will also be driven jointly. Key cooperative projects and items in 18 working plans (agreements) will be studied and analyzed, to determine each party’s responsibilities in each task and to further the implementation of each project, event with precise schedules.
