President Xi Jinping requested that Chongqing should support the large-scale development of the western region in the new era, and make new achievements and breakthroughs while promoting the development to form a new development pattern. What should Municipal Development and Reform Commission of Chongqing do to achieve that? Mi Benjia, Vice Chairman of the Commission, accepted the interview.

Based on the Guiding Opinions on Promoting the Western Region Development in the New Era to Form a New Pattern approved by the Party Central Committee, we should improve the poor infrastructure and be ready to accept the industrial transfer from the eastern region, and Chongqing is studying and formulating its city-based implementation opinions right now.

First of all, we will study and formulate the implementation opinions of promoting high-quality development in Chongqing. We should establish the systems of index, policy, standard, statistics as well as the methods of performance evaluation and appraisal, to promote high-quality development and urge all districts and counties to explore differentiated development paths based on actual conditions actively.

Secondly, we will promote the high-quality development of manufacturing industry. Chongqing has a complete range of sectors and a solid industrial foundation. We should make great efforts to explore and innovate to make good use of the technical advantages. We will focus on the creative industry and traditional competitive industries, strengthen R&D innovation, and improve industry chains to form industrial clusters. Moreover, we will strive to build the industry chain of Chip-LCD-Intelligent device-Core components-IoT, speed up the sensible transformation of enterprises, and promote industrial structure to mid-to-high level.

Meanwhile, we will promote the integrated development of Chengdu-Chongqing urban agglomeration, the key area in the new round of western region development. To continue to play a supporting role in this development of the modern era, Chongqing ought to give impetus to the Sichuan-Chongqing cooperation and the integrated advance of Chengdu-Chongqing urban agglomeration. At present, Chongqing is drafting the Work Program of Deepening Sichuan-Chongqing Cooperation to Promote the Integrated Development of Chengdu-Chongqing Urban Agglomeration, hoping to obtain further support from the state government. Thus, we will establish a coordination mechanism for the integrated development of Chengdu-Chongqing Urban Agglomeration and drive it to upgrade into a national strategy.

Moreover, we will invest more in infrastructure construction. The construction of the pathway is the key to support the western region development and form a new pattern. We will do our best in the preliminary work of transportation infrastructure, and strengthen inter-provincial interconnection by relying on significant projects, such as high-speed rail, urban rail, highway, water conservancy, and aviation.

Furthermore, we will vigorously promote the rural-urban integrated development. We should make efforts to encourage both the rural revitalization and urban upgrading and optimize the production, living, and green spaces. In addition, we should promote the rural-urban integrated planning, infrastructure interconnection, and equal access to essential public services. We will further implement the rural revitalization strategy, develop the adjustment of industrial structure in rural regions and the integrated development of the agriculture with the secondary and tertiary industries, and implement the three-year action of renovating the living environment in rural areas. We will further implement the action plan of urban upgrading and improve the infrastructure system focusing on transportation. We will also promote coordinated regional development, and strengthen overall planning and detailed guidance for urban agglomerations in the central metropolitan area, the Three Gorges Reservoir Area in Northeast Chongqing, and the Wuling Mountains in Southeast Chongqing. Moreover, we will establish a detailed guidance and assessment mechanism for each area.
